RESOLUTION NO. 2019-35R
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CLERMONT, LAKE COUNTY, FLORIDA, AUTHORIZING BUDGET
AMENDMENTS FOR THE CITY OF CLERMONT FOR FISCAL YEAR
2018-2019
WHEREAS, it is hereby found and determined by the City Council of the City of
Clermont, Lake County, Florida, that the following budget amendments are necessary for the
Fiscal Year October 1, 2018 to September 30, 2019:
GENERAL FUND
1. Increase Training& Education (10512-55401) $ 5,500
To amend the City Manager Department budget for additional staff
training.
2. Increase Audit Fee (10513-53200) $ 2,000
To amend the Finance Department budget for increased audit costs due to
a single audit scope.
3. Increase Repair& Maintenance - Buildings (10519-54600-19103) $ 18,082
To amend the Other General Government budget for remodeling of City
Hall Offices.
4. Increase EOC Equipment (10519-55221-99002) $ 13,463
To amend the Other General Government budget for equipment and
supplies purchased for the Hurricane Dorian Emergency Operations
Center.
5. Increase Defined Benefit—Pension (10522-12245) $ 324,914
To amend the Fire Department budget for increased pension contribution
based on the most recent actuarial valuation study.
6. Increase Professional Services - General (10559-53100) $ 40,963
To amend the Economic Development Department for services received
from Gray Robinson pursuant to a contract dated April 24, 2018.
7. Increase Group Medical Insurance (10560-12300) $ 15,060
To amend the Human Resources Department budget for under estimating
Group Medical Insurance.
8. Decrease Sale of Fixed Assets (10364-36400) $ 1,300,000
Decrease Transfer to Capital Projects Fund (10581-99114) $ 1,300,000
To amend the budget for not selling the Public Works Complex and
corresponding Transfer to the Capital Projects Fund.

To amend the Other General Government budget for additional costs
associated with the purchase of a replacement vehicle.

Increase Capital Lease Proceeds(12383-38305) $ 919,034
Increase Debt Service—Cap Lease Principal (12521-77113) $ 35,429
Increase Debt Service—Cap Lease Interest(12521-77213) $ 11,833
Increase Debt Service—Cap Lease Principal (12522-77113) $ 43,310
Increase Debt Service—Cap Lease Interest(12522-77213) $ 14,465

To amend the Police, Fire and Public Works Department budgets for an
amended and restated interlocal agreement with Lake County for
emergency network radios approved by Council on June 26, 2018.
3. Decrease Fund Balance(12599-59900) $ 3,766
Total Infrastructure Surtax Fund Adjustments.
CAPITAL PROJECTS FUND
1. Decrease Transfer from General Fund(32381-38100) $ 1,300,000
To amend the budget for not transferring the Public Works Complex sale
proceeds from the General fund to the Capital Projects Fund.
2. Decrease Fund Balance(32599-59900) $ 1,300,000
Total Capital Projects Fund Adjustments.
Net Decrease to Fund Balance— All Funds $ 1,723,748

NOW, THEREFORE, BE IT RESOLVED, that the above said budget amendments of
the City of Clermont for the Fiscal Year 2018-2019 are hereby adopted.
DONE AND RESOLVED by the City Council of the City of Clermont, Lake County,
Florida, this 12`h day of November, 2019.
