RESOLUTION NO. 265
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLERMONT,
LAKE COUNTY, FLORIDA, SUPPORTING H. B. 1983 INTRODUCED IN
THE FLORIDA LEGISLATURE CONCERNING FUNDING OF LOCAL GOVERN-
MENT ACTIVITIES MANDATED BY THE STATE OF FLORIDA
WHEREAS, the Legislature of the State of Florida has seen fit to enact certain
legislation mandating'~ctivities b~~ local governments whic~~ require the expenditure
of vast amounts of local government monies, and
WHEREAS, these mandated activities, however well intended, divert local
government funds from activities which the local communities consider more important
and of a higher priority, and
WHEREAS, the City Council of the City of Clermont has become increasingly
concerned about requirements placed on local governments by the State which increase
costs for the local taxpayers, often with little or not benefits to them, and
WHEREAS, the Honorable Dick Clark, member of the State of Florida House of
Representatives has introduced H. B. 1983 which would require the Governor's legis-
lative budget to include recommendations for sources of funds for local governments
when executive, legislative or judicial actions cause revenue loss or increased
expenditures to local governments, and
WHEREAS, the City Council of the City of Clermont supports and is in favor of
the legislation proposed by Representative Clark and further would support and be
in favor of legislation which would require the legislature to make funds available
to municipalities in order to implement municipal activities mandated by the State
of Florida.
NOW THEREFORE BE IT RESOLVED in general session by the City Council that
the City Council be on record as supporting the legislation proposed by the Honorable
Dick Clark requiring the Governor's legislative budget to include recommendations
for sources of funds for local governments when executive, legislative or judicial
actions cause revenue loss or increased expenditures to local governments.
BE IT FURTHER RESOLVED that the City Council be on record as supporting
legislation that would require state funding of programs the state mandates the
municipalities to undertake.
