R-77-295• • RESOLUTIONS N °_ 4 3 3 RESOLUTION NO. 295 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA, OPPOSING A PROPOSED MILEAGE ROLL BACK BILL FOR LAKE COUNTY: REQUESTING A LEGISLATIVE DELEGATION OF LAKE COUNTY TO REFRAIN FROM INTRODUCING THE PROPOSED MILEAGE ROLL BACK BILL FOR LAKE COUNTY. WHEREAS, the legislative delegation for Lake County is proposing to intro- duce a millage roll back bill for Lake County in the 1977 legislative session; and WHEREAS, the proposed millage roll back bill for Lake County would require taxing authorities including the City of Clermont to roll back the millage levied on real property in a ratio proportionate to the increased valuation of real property as certified by the Property Appraiser; and WHEREAS, the proposed millage roll back bill contravenes the established statutory procedure allowing taxing districts including the City of Clermont to levy taxes and establish millage rates and contravenes the Constitutional provision prohibiting special acts or general laws of local application pertaining to the levy and assessment of taxes; and WHEREAS, the proposed millage roll back bill would adversely affect the financial well being of the City of Clermont and place undue restrictions on the locally elected government officials; and WHEREAS, the proposed millage roll back bill is a further attempt by the legislature to usurp the powers of local governmental entities and further restrict the ability of the local citizenry to govern themselves. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Clermont that the local legislative delegation be requested to refrain from introducing the proposed millage roll back bill in the 1977 legislative session.
