A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLERMONT,
LAKE COUNTY, FLORIDA, IMPLEMENTING CHAPTER 5 OF THE CODE
OF ORDINANCES RELATING TO BUILDING CONSTRUCTION; DEFINING
OCCUPATIONAL TITLES; PROVIDING FOR SCHEDULE OF FEES AND
PENALTIES; AND PROVIDING FOR REGISTRATION.

WHEREAS, Chapter 5 of the Code of Ordinances of the City of Clermont provides
that the City shall establish by Resolution a Schedule of Fees and Penalties for
Registration and to provide for occupational titles,
NOW, THEREFORE, BE IT RESOLVED THAT:
SECTION I.
A. Definitions.
"Contractor" means, except those herein exempted, any person who, for compen-
sation, undertakes to, or submits a bid to, or does himself or by others, construct,
repair, alter, remodel, add to, subtract from, improve any building or structure,
including related improvements to real estate for others, or for resale to others,
as hereinafter defined;however, a "contractor" shall sub-contract the electrical,
mechanical, plumbing, roofing, sheet metal and air conditioning work for which an
examination for a certificate of competency or a license is required, unless such
contractor holds a certificate of competency or license of the respective trade
category.
B. Contractors.
"Contractors" are subdivided into categories as follows:
1. "General Contractors" are those whose services are unlimited about the type
of work which they may do as set forth in sub-section above.
2. "Building Contractors" are those whose services are limited to construction
of commercial buildings and single or multiple dwelling residential buildings, neither
to exceed three stories in height, and accessory use structures in connection there-
with, or those whose services are limited to remodeling, repair, or improvement of
any size building if the services do not affect the structural members of the building.
3. "Residential Building Contractors" are those whose services are limited to
construction, remodeling, repair, or improvement of one, two, or three-family unit
residences not exceeding two stories in height and accessory use structures in con-
nection therewith.
4. "Master Electrical Contractor" is one whose services are unlimited in the
electrical trade and who has the experience, knowledge, and skill necessary for
planning layout and installing and repairing wiring, electrical fixtures, apparatus,
and control equipment. Plans new or modified installations to minimize waste of
materials, provides access for future maintenance, and avoids unsightly, hazardous,
and unreliable wiring, consistent with specifications and local electrical code.
Prepares sketches showing location of all wiring and equipment or follows
diagrams or blueprints prepared by others, insuring that concealed wiring is installed
before completion of future walls, ceilings, and flooring. Installs control and
distribution apparatus, such as switches, relays, and circuit breaker panels. Connects
power cables to equipment such as electrical range or motor, and installs grounding
leads. Tests continuity or circuit to insure electrical compatibility and safety of
all components. Observes functioning of installed equipment or system to detect
hazards and need for adjustments, relocation, or replacement.

5. "Master Plumbing Contractor" is one whose services are unlimited in the
plumbing trade and who has the experience, knowledge and skill necessary to assemble,
install and repair pipes, fittings, and fixtures of heating, water, and drainage
systems, according to specifications and plumbing codes: Studies building plans and
working drawings to determine work aids required and sequence of installations. Inspects
structure to ascertain obstructions to be avoided to prevent weakening of structure
resulting from installation of pipe. Assembles and installs valves, pipe fittings,
and pipes composed of metals such as iron, steel, brass, copper, and lead, and non-
metals such as glass, vitrified clay and plastic. Installs and repairs plumbing
fixtures, such as sinks, commodes, bathtubs, water heaters, hot water tanks, garbage
disposal units, dishwashers, and water softners.
6. "Mechanical Contractor"means any person whose services are unlimited in the
execution of contracts requiring the experience, knowledge, and skill to perform the
following: install, maintain, repair, fabricate, alter, extend, or design, when not
prohibited by law, central air conditioning, refrigeration, heating and ventilating,
including duct work in connection with a complete system only to the extent such duct
work is performed by the contractor necessary to make complete an air distribution
system, boiler, and unfired pressure vessel systems, lift station equipment and piping
and all appurtenances, apparatus, or equipment used in connection therewith; also piping
insulation of pipes, vessels and ducts, pressure and process piping, pneumatic control
piping, gasoline tanks and pump installations and piping for same, fire sprinkling
systems and standpipes, air piping, vacuum line piping, oxygen lines, nitrous oxide
piping, ink and chemical lines, fuel transmission lines and installation of a condensate
drain from an air conditioning unit to an existing safe waste or other approved disposal
other than direct connection to a sanitary system, all in such a manner as to comply with
all plans, specifications, codes, laws, and regulations applicable thereto. The scope
of work for such contractor shall also include any excavation work incidental thereto, but
shall not include any work such as liquified petroleum or natural gas fuel lines within
building, potable waterlines, or connections thereto, sanitary sewer lines, swimming pool
piping and filters and electrical power wiring.
7. "Class "A" Air Conditioning Contractor" means any person whose services are
unlimited in the execution of contracts requiring the experience, knowledge, and skill
to perform the following: install, maintain, repair, fabricate, alter, extend or design,
when .not prohibited by law, central air conditioning, refrigeration, heating, and
ventilating, including duct work in connection with a complete system only to the extent
such duct work is performed by the contractor necessary to make complete an air distri-
bution system, boiler and unfired pressure vessel systems, and all appurtenances,
apparatus, or equipment used in connection therewith; also piping, insulation of pipes,
vessels and ducts, pressure and process piping, pneumatic control piping, and installation
of a condensate drain from an air conditioning unit to an existing safe waste or-other
approved disposal other than a direct connection to a sanitary system, all in such a
manner as to comply with all plans, specifications, codes, laws, and regulations applicable
thereto. The scope of work for such contractor shall also include any excavation work
incidental thereto, but shall not include any work such as liquefied petroleum or natural
gas fuel lines within buildings potable water lines or connections thereto, sanitary
sewer lines, swimming pool piping, and filters, and electrical power wiring.
8. "Class "B" Air Conditioning Contractor" means any person whose services are
limited to twenty-five tons cooling and five hundred thousand BTU heating (in any one
system) in the execution of contracts requiring the experience, knowledge, and skill
to perform the following: install, maintain, and repair, fabricate, alter, extend or
design, when not prohibited by law, central air conditioning, refrigeration, heating,
and ventilating, including duct work in connection with a complete system only to the
extent such duct work is performed by the contractor necessary to make complete air
distribution system being installed under this classification; also piping, insulation
of pipes, vessels and ducts, installation of a condensate drain from an air conditioning
unit to an existing safe waste or other approved disposal other than a direct connection
to a sanitary system, all in such a manner as to comply with all plans, specifications,
codes, laws and regulations applicable thereto.

9. "Class "C" Air Conditioning Contractor" means any person whose business is
limited to the servicing of air conditioning, heating, or refrigeration systems,
including duct alterations in connection with those systems they are servicing. No
examination, registration or certification is required under this part for the sales,
service or installation of package heating or air conditioning units with no ducts or
remote controls (maximum of three tons, thirty-six thousand BTU in capacity.)
10. "Roofing Contractor" is one whose services are unlimited in the roofing trade
and who has the experience, knowledge and skill to install, maintain, repair, alter,
extend, or design when not prohibited by law, and use- materials and items used in the
installation, maintenance, extension, and alteration of all kinds of roofing and water-
proofing, all in such manner as to comply with all plans, specifications, codes, laws,
and regulations applicable thereto.
11. "Sheet Metal Contractor" is one whose services are unlimited in the sheet metal
trade and who has the experience, knowledge, and skill to install, maintain, repair,
alter, extend, or design when not prohibited by law, and use materials and items used in
the installation, maintenance, extension, and alteration of all kinds of roofing and
waterproofing, all in such manner as to comply with all plans, specifications, codes,
laws, and regulations applicable thereto.
12. "Commercial Pool Contractor" means any person whose scope of work involves,
but is not limited to, the construction, repair, water treatment, and servicing of all
swimming pools, both public and private or otherwise, and used for therapy swimming or
other use. This work shall include, but not be limited to, layout, excavation, operation
of construction pumps for dewatering purposes, steelwork, installation of light niches,
pouring of floors, guniting, installation of the and coping,installation of all perimeter
and filter piping, installation of all filter equipment and chemical feeders of any type,
plastering of the interior, pouring of decks, construction of equipment, rooms or housing
for pool equipment and the installation of package pool heaters. However, the scope of
work of such contractor shall not include direct connections to a sanitary sewer system
or to potable waterlines.
13. "Residential Pool Contractor" means any person whose scope of work involves, but
is not limited to, the construction, repair, water treatment, and servicing of all residen-
tial swimming pools used for therapy, swimming, or other use. This work shall include, but
not be limited to, layout, excavation, operation of construction pumps for dewatering
purposes, steelwork, installation of light niches, pouring of floors, guniting, installation
of the and coping, installation of all perimeter and filter piping, installation of all
filter equipment and chemical feeders of any type, plastering of the interior, pouring of
decks, installation of housing for pool equipment, and the installation of package pool
heaters. However, the scope of work of such contractor shall not include direct con-
nections to a sanitary sewer system or to potable waterlines.
14. "Swimming Pool Servicing Contractors" are those contractors whose scope of work
involves the servicing, repair, water treatment, and maintenance of all swimming pools,
both public or private. They shall be permitted to make any necessary piping and repairs,
to replace and repair existing equipment as necessary. Their scope of work shall include
the reinstallation of the and coping, repair and replacing of all piping, filter equip-
ment, and chemical feeders of any type, replastering, repouring of decks, and the rein-
stalling or addition of pool heaters.
15. "Aluminum Erection Contractors" are those contractors whose scope of work
involves any combination of the duties to raise, place, and .unite girders, columns,
panels, facia, gutters, and any other structural-aluminum members to form completed
structures or structure framework. Plans, designs and oversees erection of aluminum
structures to meet the engineered load requirements in accordance with existing building
codes. Typical structures involved are such items as patio screen enclosures, awning
sides, door canopies, carports, and screened rooms.

16. "Glass and Glazing Contractors" are those contractors whose scope of work
involves the installation of glass in windows, skylights, storefronts, and display cases,
or on surfaces such as building fronts, interior walls, ceilings and tables tops,
installs mirrors or structural glass on building fronts and bolts metal hinges, handles,
locks, and other hardware to prefabricated glass doors. Installs metal window and door
frames into which glass panels are to be fitted. May assemble and install metal framed
glass enclosures for showers.
17. "Mobile Home Contractor" means any person whose scope of work involves the
set-up, tiedown, repair, paint, re-roof, clean and do such other work to mobile homes
that does not require the electrical, plumbing, heating or air conditioning certification,
and the scope of work of such a contractor shall not include direct connections to a
sanitary sewer system or to potable waterlines.
18. "Sign Erection Contractor" means any person whose scope of work involves the
erection of preassembled signs on building facades or other structures according to
sketches, drawings, or blueprints. May erect roadside signs and billboards, placing
them on metal or. wooden post structures and may repaint, repair, or rebuild existing
sign structures.
19. "Solar Energy Contractor" means any person whose scope of work is unlimited in
the execution of contracts requiring the experience, knowledge, and skill to perform the
following: install, maintain, repair, fabricate, alter, extend, or design, when not pro-
hibited by law, devices constructed for the purpose of collecting the sun's energy and
transforming it into heat, including the necessary pipes, insulation of pipes, pressure
and process piping, pneumatic control piping, and installation of a condensate drain from
a solar device to an existing safe waste or other approved disposal other than a direct
connection to a sanitary system all in such a manner as to comply with all plans, specifi-
cations, codes, laws, and regulations applicable thereto, The scope of work for such
contractor shall also include any excavation work incidental thereto, but shall not include
any work such as liquefied petroleum or natural gas fuel lines within buildings, potable
waterlines or connections thereto, sanitary sewer lines, swimming pool piping and filters,
and electrical power wiring.
20. "Steel Erection Contractor" means any person whose scope of work plans, designs,
and oversees erection of steel and other structure materials in buildings and other
structure materials in buildings and other structures. Has building engineered and designec
to meet estimated load requirements, computing size, shape, strength, and type of structura]
members. Performs any combination of the following duties to raise, place, and units
girders, columns, and other structural steel members to form completed structures or
structure framework. However, the scope of work of such contractor shall not include
direct connections to a sanitary sewer system, a potable waterline, or any electrical
wiring.
21. "Journeyman Electrician" Journeyman is a term applied to a worker who has com-
pleted a specified training program as an apprentice in learning a trade or craft, or
who can give written proof of a specified number of years of qualified experience for
such a trade or craft.
This persons scope of work involves such things as coordinating activities of
electrical workers engaged in construction, maintenance, and repair of electric power,
lighting, and communications systems of buildings, factories, and transportation equip-
ment; supervises the wiring and installation of equipment and fixtures such as motors,
generators, switches, and fuse .boxes or circuit breakers, according to blueprints,
schematic drawings, and sketches. Inspects wiring and fixtures for conformity to company
specifications or municipal codes, using test equipment such as voltmeter and ohmmeter.
22. "Journeyman Plumber" Journeyman is a term applied to a worker who has completed
a specified training program as an apprentice in learning a trade or craft, or who can

give proof of a specified number of years of qualified experience for such a trade or
craft.
This persons scope of work involves such things as coordinating activities of
plumbing helpers in carrying out the master plumbers plan to assemble, install, and repair
pipes, fittings and fixtures of heating, water, and drainage systems, according to
specifications and plumbing codes. Sees that materials and equipment are carried to
the job site, supervises cutting and drilling holes in walls for pipes, melting of lead
in plumbers furnace, and the threading of pipe with either handtools or power equipment,
and performs such other duties as the master plumber may direct.
C. Specialty Services.
1. "Aluminum Siding" specialists are those person whose scope of work involves the
application of aluminum plastic panels, or porcelainized metal siding to building ex-
teriors to provide decorative or insulating surfaces. Cuts and trims material to shape
when fitting siding around windows, doors, or corners. Waterproofs surface filling joints
or cracks with caulking compound. May attach siding to surface of building, using adhesive
cement or may attach siding by interlocking pieces through tabs provided at edges.
2. "Cabinet Installation" specialists are those persons whose scope of work involves
the installation of cabinet work according to layout plans, blueprints, and other drawings.
Assembles cabinets, including tops and edges, hinge doors and attaches stationary knobs.
Fits, assembles, and attaches locks to doors, and adjusts shelves and drawers.
3. "Carpenter" (non-structural) is a person whose scope of work is to erect, install
and repair structures and fixtures of wood, plywood, and wallboard, using carpenter's
handtools and power tools, and conforming to local building codes, studies blueprints,
sketches, or building plans, for information pertaining to type of material required,
such as lumber or fiberboard, and dimensions of structure or fixture to be fabricated.
Selects specified type of lumber or other materials. Shapes materials to prescribed
measurements, and assembles cut and shaped materials and fastens them together with nails,
dowel pins, or glue. Erects framework for structures and lays subflooring. Builds stairs
and lays out and installs partitions and cabinet work. Applies shock-absorbing, sound-
deadening, and decorative paneling to ceilings and walls. Fits and installs prefabricated
window frames, doors, frames, weather stripping, interior and exterior trim, and finish
hardware, such as locks, letter drops and kick plates. Constructs concrete forms and
pouring chutes. Erects scaffolding and ladders for assembling structures above ground
level.
4. "Concrete" is a specialty of persons whose scope of work includes: cement
finisher; cement paver; concrete finisher, and concrete floater.
Smooths and finishes surfaces of poured concrete floors, walls, sidewalks, or curbs
to specified textures. Spreads concrete to specified depth and workable consistency,
using float to bring water to surface and produce soft topping. Levels, smooths, and
shapes surfaces of freshly poured concrete, using straight edge and float. Finishes
vertical surfaces by wetting concrete and rubbing with abrasive stone. Removes rough
or defective spots from vertical surfaces and patches holes. Molds expansion joints and
edges, using edging tools, jointers, and straight edge. May sprinkle colored stone
chips, powdered steel, or coloring powder on concrete to produce prescribed finish.
May operate machine to trowel concrete surface. May mix cement, using hoe or concrete
mixing machine. May supervise sub grade work, mixing concrete, and setting forms.
5. "Demolition of Structures" is a specialty of persons whose scope of work is to

6. "Drywall" specialty persons are those whose scope of work makes them a com-
bination of applicator, finisher, nailer, and sander.
They apply plasterboard or other wallboard to ceiling and interior walls of a
building; cuts and fits wallboard to studding and joist, using handtools or power equip-
ment. Cuts out openings, fits and nails wallboard to supports. Trims rough edge of
wall board to obtain even joint. Seals joints between plasterboard or other wallboards
to prepare wall surface for painting or papering; mixes sealing compound and spreads
it over joints between boards. Presses paper tape over joint to inbed it into compound
and seal joint. Spreads and smooths cementing material over tape to blend joint with
wall surface. May float cementing material over entire wall surface to attain smooth,
plaster-like surface. May sand rough spots after cement has dried. May fill cracks
a nd holes in walls and ceiling with sealing compound.
Sands taped joints, bumps, scars, and other rough areas of walls covered with wall-
board to prepare surface for painting.
7. "Duct Work" specialty persons are those whose work includes the installation
of metal or fiberglass ducts used for heating and air conditioning purposes. They
assemble sections of sheetmetal or fiberglass duct material according to specifications;
cut holes in ceilings or walls as required, and make the necessary cuts and bends in the
ducts to accomodate installation.
8. "Elevator Installer" is one whose scope of work is to assemble and install
electric and hydraulic and passenger elevators, escalators, and dumbwaiters, determining
layout, and electrical connections from blueprints. Lays out location of framework,
counterbalance rails, motor pump, cylinder, and plunger foundations. Installs cables,
counterweights, pumps, motor foundations, escalator drives, elevator cars, and control
panels. Connects electrical wiring to control panels and electric motors. Installs
safety and control devices.
9. "Flooring - Carpet and Vinyl" specialty includes in its scope of work the
application of blocks, strips, or sheets of shock-absorbing, sound deadening, or decorative
covering to floors, walls, and cabinets. Measures and cuts covering materials, such as
rubger, vinyl, linoleum or corktile, and foundation material, such as felt, according
to blueprints or plans. May lay covering on cement and butt edges of blocks to match
patterns and execute designs.
10. "Flooring - Parquet and Wood" is a specialty for persons whose scope of work
includes the installation of wooden finished floors. P•4ay require job site scraping
and sanding wooden floors to smooth surface. May perform a variety of tasks to recon-
dition wooden floors or prepare new floors for use, applies filler compound to floor
and to seal wood.
11. "Flooring - Marble, Tile, Stone" specialty for those whose scope of work is in
the masonry field. Applies covering to floors, walls and promenade roof decks,following
design specifications. Shapes stone preparatory to setting, spreads mortar, and sets
the stone.
12. "Garage Door Installer" is a person whose scope of work is a specialty of the
carpenter classification. The installer assembles the door, hangs the running tracks,
attaches the springs, weights, locks and handles, and completes the door to its point of
operation. May install the equipment necessary for radio "gear" control.
13. "Gunite Application" specialists scope of work is that of tending the cement
gun to coat steel, masonry, or concrete surfaces with concrete mortar. Operator dumps
or shovels specified proportions of cement and sand into machine hopper and starts
machine that mixes sand and cement and forces mixture through hose to nozzle where it is
mixed with water and sprays mixture on to prepared surface.

14. "House Moving" specialty means any person whose scope of work involves the
moving of buildings from one site to another. Person observes size, shape, and position
of building to determine placement of beams and route of travel. May cut large buildings
into sections to facilitate moving the building. Directs the moving of the building to
the new location and positioning it on the new site. May erect the foundation.
15. "Insulation Installer" specialty has a scope of work that includes: Fastens
sheets, bat, blanket and similar types of building insulation to walls, floors, ceilings,
and partitions to prevent or reduce passage of heat, cold, or sound; cuts insulation
material to size and shape, fastens insulation to joists,rafters ,studs, or furring
strips. Fits insulation around obstructions, such as-pipes and wiring, to prevent cir-
culation of air. May fasten furring strips to walls, ceilings or partitions to provide
nailing base for insulation. May wrap insulating materials around air conditioning
ducts. Also, may blow insulating material into spaces within walls, floors, and ceilings,
using hose attached to blower, to insulate buildings.
16. "Marble Setter" cuts, tools, and sets marble slabs to floors and walls of
buildings and repairs and polishes slab previously set in buildings. Trims, faces, and
cuts marble to specified size, using power sawing cutting, and facing equipment and hand-
tools. Drills holes in slab and attaches bracket. Spreads mortar on bottom of slab and
on sides of adjacent slabs. Sets block into position, tamps it into place, and anchors
bracket attachment with wire. Fills joints with grout. Removes excess grout from marble
with sponge. Cleans and bevels cracks or chips on slabs, using handtools and power tools.
Heats cracked or chipped area with blowtorch and fills defect with composition mastic
that matches grain of marble. Polishes marble and other ornamental stone to high luster,
using power tools or hand tools.
17. "Masonry" "Mason is a term applied to any worker when working with artificial
stone, brick, concrete block, stone, and the like.
Lays building materials such as brick, structural tile, concrete, or cinder block,
glass, gypsum and terra cotta block to construct or repair walls, partitions, arches,
sewers, and other structures. Measures distance from reference points and marks guide-
lines on working surface to layout work. Spreads soft bead of mortar that serves as
base and binder for block. Applies mortar to end of block and positions block in mortar
bed. Taps block with trowel to level, align, and embed it in mortar, allowing specified
thickness of joint. Removes excess mortar from face of block and finishes mortar joint.
Fastens brick or terra cotta veneer to face of structure with tie wires or anchor holes.
Builds stone structures such as piers, walls, and abutments, or lays walks,
curbstones, or special types of masonry, such as alberene (acid-resistant soapstone for
vats, tanks, and floors). Shapes stone preparatory to setting, spreads mortar and sets
stone in place.
18. "Millwork Installer" constructs, erects, installs, and repairs fixtures of wood,
wallboard, plywood, and finishes such items as kitchen cabinets, doors, windows, and any
other such items as requires a knowledgeable finish carpenter or wood worker. Constructs
and repairs wooden articles such as store fixtures, office equipment, cabinets, and high
grade furniture. Studies blueprints or drawings of articles to be made. Matches
materials for color, grain, or texture. Trims compenent parts of joints to make them
fit snugly. Glues, fits, and clamps parts and subassemblies together to form complete
unit. May install hardware such as hinges, catches, and drawer pulls.
19. "Painting and Decorating" Painter applies coats of paint, varnish, stains,
enamel, or lacquer to decorate and protect interior or exterior surfaces, trimmings, and
fixtures of buildings, and other structures. Smooths surfaces, using sandpaper, brushes
or steel wool, and removes old paint from surfaces using paint remover, scraper, wire
brush, or blowtorch to prepare surfaces for painting. Fills nail holes, cracks and
joints with putty, plaster, or other filler. Selects premixed paints or prepares paint
to match specified colors by mixing required portions of pigment, oil and thinning and
drying substances. Paints surfaces using brushes, spray gun or paint rollers.

Simulates wood grain, marble, brick, or the effects. Creates special effects
by applying paint with cloth, brush, sponge or fingers. May also hang wallpaper and
fabrics. Applies acetic acid to damp plaster to prevent lime from bleading through
paper. Applies sizing (thin glue) to water proof porous surfaces. Mixes paste to
desired consistency and brushes it to back of wallpaper or fabric. Trims selvage (Rough
edge) from strips. Places paste-coated strips on wall or ceiling, matching adjacent
edges of figured strips, and smooths it with dry brush or felt-covered roller to remove
wrinkles and bubbles. Smooths joints with seam roller and trims excess material at
ceiling and baseboard.
20. "Paving, Commercial" means any person whose scope of work is unlimited in the
field of road, highway, street, parking lot, aircraft landing strips, or any other such
surface that requires subgrading, drainage, planning, finish grade and the final operations
of spreading, rolling, and tamping asphalt, or similar material, concrete or stone to
form the finished surfaces.
21. "Paving Residential" means any person whose scope of work is limited to drive-
ways, parking spaces, and private roads that are constructed in connection with a
residential structure. Such work includes the subgrading, drainage, planning, finish
grade and the final operations of spreading, rolling, and tamping asphalt, or similar
material to form the finished surface.
22. "Plastering" means any person whose scope of work includes the application of
coats of plaster to interior walls, ceilings, and partitions of building to produce
finished surface, according to blueprints, architects drawings or oral instructions.
Directs workers to mix plaster to desired consistency and to erect scaffolds.
Spreads plaster over lath or masonry base, using trowel, and smooths it with
darby and float to attain uniform thickness. Applies scratch brown or finish coats of
plaster to wood, metal, or board lath successively. Roughens under coat with scratcher
(wire or metal scraper) to provide bond for succeeding coats of plaster. Creates
decorative textures in finish coat by marking it with brush and trowel or by
splatteringit with small stones. May mix mortar, install guide wires on exterior sur-
face of buildings to indicate thickness of plaster to be applied. May install precast
ornamental plaster pieces by applying mortar to back of pieces and pressing them into
place on wall or ceiling.
23. "Roof Coating" is a person whose scope of work includes the work of roof
spraying and waterproofing. Sprays asphalt, tar, and gravel roofs with vinylplastic or
similar coating to bind surface gravel to roof and improve insulating properties of
roofing materials. Examines gravel guard (strips of metal nailed to roof edge to hold
gravel on roof), joints, and vent pipes for required seal and thickness of gravel to
ascertain condition of roof. Mixes material in metal drum using stirring paddles. Places
pump into mixing drum and starts engine to drive pump and air compressor. Sprays coat-
compound over roof, using spray gun. Observes movement of waste spray in wind to avoid
damage to surrounding buildings and grounds.
24. "Sandblasting" A sandblaster is one whose scope of work directs blast of
abrasive-laden compressed air or water from nozzle against metal or hard-composition
objects to remove adhering scale, sand, paint, grease, tar, rust, and dirt, and to impart
even finish. Moves controls to adjust pressure and concentration of grit to obtain
specified finish. Wears gloves and helmet or hood to protect against breathing sand-
laden air and injury to eyes and hands. Turns valve on helmet to allow compressed air
to pass into helmet. May mask areas not being sandblasted. May point up masonry joints,
using trowel. May clean surfaces, using brush, trowel, chisel, or cleaning compound.
25. "Septic Tank Installation" means any person whose scope of work involves the
installation of a septic system. The installer operates a back-hoe (trench-excavating
machine) to dig trenches for installation of septic tanks and drain lines for sewage
disposal systems. Locates position of septic tank and drain pipes by use of blueprints.
Operates back-hoe to dig and refill trenches for septic tank and the drainpipes and to
transfer crushed rock or gravel to provide drainage base for pipes. Lowers septic tank
into excavation, using back-hoe or hoist. Directs workers engaged in spreading crushed

rock and gravel in laying the drainpipe, and in connecting drainpipes to branch
sewers. May verify levels of rock or gravel, base and the drainpipe by use of
surveyor's level.
26. "Terrazzo Installation" means any person whose scope of work is one that
applies cement, sand, pigment, and marble chips to floors, stairways, and cabinet fix-
tures to attain durable and decorative surfacing according to specifications and drawings.
Spreads mixture of sand, cement, and water over surface with trowel to form terrazzo base
so that top edges form desired design or pattern and define level of finished floor
surface.
Spreads mixture of marble chips, cement, pigment, and water over terrazzo base
to form finished surface using float and trowel. Scatters marble ships over finished
surface. Pushes roller over surface to inbed chips. Allows surface to dry, and pushes
electric powered surfacing machine over floor to grind and polish terrazzo surface.
Grinds curved surfaces and areas inaccessible to surfacing machine such as stairways
and cabinet tops, with portable hand grinder. May precast terrazzo blocks in wooden
forms and may perform finishing operations only.
27. "Tile and Ceramic Setting" means any person whose scope of work is that of
applying the or ceramic blocks to walls, floors, ceilings, and promenade roof decks,
following design specifications. Examines blueprints, measures and marks surfaces to be
covered and lays out work. Measures and cuts metal lath to size for walls and ceilings.
Tacks lath to wall and ceiling surfaces with staple gun or hammer. Spreads plaster base
over lath with trowel and levels plaster to specified thickness, using screed. Spreads
concrete in subfloor with trowel and levels it with screed. Spreads mastic or other
adhesive base on roof deck, using serrated spreader to form base for promenade tile. Cuts
and shapes the with the cutters and biters. Positions the and taps it with trowel
handle to affix the to plaster or adhesive base.
28. "Underground Utilities" means any person whose scope of work includes the
underground of water lines, sewage lines, gasoline or electrical power distribution. Lays
glazes or unglazed clay, concrete, plastic, or cast-iron pipe for storm or sanitation
sewers, drains, or water mains, performing any combination of the following tasks: Grades
and smooths bottom of trench or culvert to specified elevation. Guides pipe section into
position as it is lowered into trench by rope, hoist or crane. Inserts spigot end of pipe
into bell end of previously laid section. Adjusts pipe to line and grade and secures
pipe in position using blocks. Forces oakum or yarn into space around bell using caulking
tool and hammer. Seals joints with materials such as cement, molten lead, and leadite.
Taps and drills holes in water main to introduce service line into consumer`s establishment.
May install, repair, or replace hydrants, valves, and water meter housings.
29. "Accoustical and Sound Control" mounts accoustical the to walls and ceilings of
building to reduce reflection of sound, using one of the following methods: Measures
and marks surface to lay out work. Inspects furrings, mechanical mountings, and masonry
surface for plumbness and level, using spirit or water level. Nails or screws molding
to wall to support and seal joint between ceiling, tile, and wall. Scribs and cuts edges
of the to fit wall where wall molding is not specified.

The Cost of examination for a combination of specialty
is $30.00 plus $5.00 for each of the other one or two
categories in the group. The fee for "Handyman" is set
at $40.00 for the five categories.

B. The fee for annual renewal shall be $25, except for specialty services
which shall be renewed for $15.00.
C. An inactive renewal license will be issued upon request and payment of a
$10.00 fee to registered contractors and specialty service contractors. Such license
will not allow license holders to perform work, but holders of such licenses may
renew their active license on payment of the full renewal fee.
