R-89-640 e - CITY OF CLERMONT RESOLUTIONS No. 640 A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR FUNDING UNDER THE FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM FOR PHASE II DEVELOPMENT OF THE CITY OF CLERMONT TWELFTH STREET PARK¡ DESIGNATING THE CITY MANAGER OR HIS DESIGNEE AS THE OFFICIAL LIAISON AGENT¡ CONFIRMING THE AVAILABILITY OF THE REQUIRED MATCHING FUNDS¡ CONFIRMING THE TOTAL COST OF THE PROJECT¡ CONFIRMING THE CITY'S RESPONSIBILITY TO DEVELOP, OPERATE AND MAINTAIN THE PROJECT ¡ CONFIRMING THAT THE CITY OFFERED ALL CITIZENS THE OPPORTUNITY TO PARTICIPATE IN THE PLANNING PROCESS RELATIVE TO THE ADOPTION OF THE RECREATION AND OPEN SPACE ELEMENT¡ CONFIRMING THE CITY'S ON-GOING CONCERN FOR CITIZEN PARTICIPATION IN PLANNING AND SELECTION OF RECREATION PROJECTS ¡ PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Clermont, Florida, application for the development of Phase Clermont Twelfth Street Park under the Development Assistance program¡ and has prepared a grant II, of the City of Florida Recreation WHEREAS, it is a requirement of the application that this Resolution be adopted and become an official part of the application¡ and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA, AS FOLLOWS: SECTION 1. That the City Manager is authorized to submit an application for funding under the Florida Recreation Development Assistance Program for the development of Phase II of the new Twelfth Street Park. SECTION 2. That the City Manager or his designee is hereby designated as the official liaison agent and is authorized to execute all appropriate documents and contracts for the purpose of administering the grant for the City. SECTION 3. That the City of Clermont is hereby requesting funds totalling $120,000 from the Florida Recreation Department Assistance Program. SECTION 4. That the required matching funds totalling $60,000 are available in the form of cash from the City of Clermont and will remain available until needed. SECTION 5. That the total cost of the proj ect shall be $180,000 or greater. e - CITY OF CLERMONT RESOLUTIONS No. 640 Page -2- SECTION 6. That the City is fiscally and legally responsible to satisfactorily develop, operate and maintain the project site in accordance with program requirements. SECTION 7. That the City of Clermont adopted a Local Comprehensive Plan which includes a Recreation and Open Space Element pursuant to the Local Government Comprehensive Planning Act of 1975, and all segments of the public were offered an opportunity to participate in the planning process leading to adoption of the documents¡ and SECTION 8. That the City of Clermont will continue of citizen participation which encourages segments of the population within the City in selection of recreation projects¡ and an on-going program i nvol vemen t by all the planning for the SECTION 9. That the Florida Recreation Development Assistance Program application became part of this Resolution. SECTION 10. That this Resolution shall be in full force and effect immediately after its passage and approval in the manner provided by law.
