R-02-1243• City of Clermont Resolution No. 1243 • A RESOLUTION OF THE CITY OF CLERMONT ALLOWING FOR THE PLACEMENT OF SIGNS PROMOTING THE PARADE OF HOMES FOR A PERIOD THROUGH MARCH 4, 2002; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the City of Clermont (hereinafter the "City") has existing sign regulations limiting the placement of off-premises advertising signs which regulations would preclude the placement of signs on private or public property or rights of way; and, WHEREAS, the Homebuilders' Association has requested the City to create an exception to these regulations from the date of this Resolution through March 4, 2002 for the Parade of Homes; and , WHEREAS, the City desires to accommodate this request of the Homebuilders' Association this year as an experiment in accordance with the requirements set forth herein to allow homebuilders and others to provide information and directions on model homes, subdivisions, and new homes for sale; and, WHEREAS, to avoid sign clutter among competing signs and to avoid intrusion of signs into neighborhoods, the users of these signs are required to comply with the requirements of this Resolution. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Clermont, as follows: 1. Premises. Each of the foregoing premises clauses are incorporated into this Resolution. 2. Time Period Limited. The provisions of this Resolution are of limited duration and shall be applicable from the effective date of this Resolution through 5:00 p.m. on March 4, 2002. Violation of this Resolution. Signs posted in violation of this Resolution shall be subject to removal by the City. 4. Public Rights of Way. To the extent that this Resolution violates state or county regulations limiting or prohibiting placement of signs in said rights of way, signs may be subject to removal by state or county officials. • • City of Clermont Resolution No. Page-2- • 5. Sign Display Regulations. The following limitations shall apply to the placement of signs pursuant to this Resolution: (a) Signs may be displayed on state, county, or city road rights of way; (b) Signs may only be displayed at or within 100 feet of intersections only upon state, county or city roadways; (c) No more than two (2) signs facing each direction at or near intersections on the state, county or city roadway segment of said intersections; (d) Signs posted in excess of the numbers set forth herein shall result in the removal of all signs at the intersection; (e) Signs may only provide generalized information such as subdivision name, builders, model locations, and directions; (f) Signs shall be limited in surface area size and shall not exceed two feet by two feet (four square feet) and information may only appear on one side of the sign; (g) Signs shall be temporary signs and shall not be attached to other signs, structures, motor vehicles or trailers, and shall not include balloons or streamers or other moving parts, and sighs shall not be lighted; (h) No signs shall be posted on private property except on a specific property offered for sale by the sign; (i) No signs shall be erected or posted in front of a property containing an occupied residence; DONE AND RESOLVED by the City Council of the City of Clermont this 26th day of February, 2002.
