1997-12 - Jf~C '. ,. 8 8 MUTUAL-AID AGREEMENT EXTRICA TION/RESCU E This agreement made and entered into this / day of ~ , 19~ ; by and between the City of Clermont and Florida Regional Emergency Medical Services, hereinafter referred to as "EMS Provider." WHEREAS, EMS Provider is currently operating an ambulance and rescue service; and WHEREAS, EMS Provider anticipates that extrication-rescue assistance shall be needed in the course of providing ambulance and rescue services; and WHEREAS, the City of Clermont has certain equipment and personnel available to provide extrication-rescue services; and WHEREAS, it is desirable that a mutual-aid agreement be entered into between the parties for the most efficient delivery of extrication-rescue services to the public within the City of Clermont boundaries. NOW, THEREFORE, it is agreed by and between the parties hereto that each of the parties agrees to the following stipulations, provisions, and conditions for providing extrication-rescue services to the public within the City of Clermont service area; 1. The City of Clermont shall provide mutual-aid on a twenty-four (24) hour basis, when available, extrication-rescue to the EMS Provider for any situation which is deemed to have victims who are not readily accessible or removableo These situations include but are not limited to: automobile accident, building collapse, ground cave-in and industrial accident. 2. EMS Provider is responsible for all patient care rendered and will assume medical control once on the scene. EMS Provider will at no time request the City of Clermont to determine the need for patient transportation, or cancellation of an ambulance already summoned. Furthermore, EMS Provider will not at any time request the City of Clermont to transport a patient. 3. EMS Provider shall provide at no cost to the City of Clermont replacement of any non- reusable supplies consumed during the extrication-rescue services. 4. EMS Provider shall pay the City of Clermont a flat rate of $200 per mutual-a:d response where extrication services were provided by Fire Protection. a. Extrication services shall be considered provided as per the EMS Provider's guidelines, whenever it is or was necessary to use forcible entry tools to free or gain access to the victim(s). 5. These fees shall be payable to the City of Clermont by the EMS Provider upon invoice from the City of Clermont at the end of each month during which the services were providedo In addition, these fees are to include a detailed report noting the type of extrication and tools used to gain accesso 6. Triangular reflectors, minimum 1 0 inches in height or highway flares in. good working order with a minimum burning period of 15 minutes 2. Wrench, 12 inch with adjustable open end. 3. Screwdriver, 12 inch with straight blade. 4. Screwdriver, 8 inch with Phillips head. 5. Hacksaw with 12 inch blade, oil can with light grade oil and extra blades. 6. Locking pliers, minimum 10 inch. 7. Three lb. hammer with a 15 inch handle. 8. Fire axe with 24 inch handle. 9. Wrecking bar, minimum 24 inches in length. 10. Partner Pry-axe or haligen tool is an acceptable substitute for items 7, 8, and nine. 11. Crowbar, minimum 51 inch length, with pinchpoint. 12. Bolt cutter, with a minimum length of 36 inches and 9/16 inch jaw opening. 13. Shovel with pointed blade or folding heavy-duty entrenching tool. 14. Double action tin snips. 15. Rope at least one half inch in diameter. 16. Hard hats, meeting AN.S.I. Z89.1 standard 17. Safety goggles or equivalent face shields. meeting A.N.Sol. Z87.1 standardo 18.
