MEMORANDUM OF UNDERSTANDING
EMERGENCY RESPONSE
OPERATIONAL PROCEDURES
This memorandum, by and between the City of Clennont (hereinafter referred to as "City") and Florida
Regional Emergency Medical Services, Inc (hereinafter referred to as "EMS"), is for the purpose of
establishing roles and responsibilities of personnel at emergency scenes and the documentation
required for patient care rendered pursuant to Florida Statute 401.435.
1. Firefighters will have the Initial responsibility for rendering medical care for emergencies occurring In
their service area until the arrival of an EMS unit. Upon arrival at an emergency scene, the City of
Clermont will.
A. Assess scene safety and determine whether it is feasible to enter.
B If the scene is not safe, retreat to safety and notify dispatch of the situation.
C. If the scene is safe, utilize universal precautions and begin assessment of the patlents(s) while
maintaining ABCs and spinal Immobilization during assessment, If indicated Medical treatment
rendered by the City shall be governed by the most current BasIc Life Support protocols
approved by the EMS Medical Director. Such protocols shall be submitted In writing to the City
through the Chief of Fire Rescue Services Thirty days notice will be given for institution of
protocols by field personnel.

Upon determination of patient(s) status, the City will continue basIc life support according to their
level of training and the indicated need, and provide a report to EMS dispatch or to the crew upon
their arrival.

The City shall provide such reports and documentation of medical treatment peñormed by the City
as requested by EMS for QA studies. The City will provide such information In a mutually approved
format on a uniform run report. EMS shall list on their state-approved run report that the City
provided Initial care, so that appropriate infectious exposure follow-up may be done The EMS
Infection Control Officer shall notify the City contact person of any infectious exposure POSSibility

Automated External Defibrillation shall be provided by City under the Medical Direction of Dr John L
Geeslin, MD, In compliance with Florida law.

The Esophageal Obturator Airway and the Pneumatic Anti-Shock Garment will be used, when
IndIcated, during patient care under the Medical Direction of Dr. John L. Geeslin, MD, In compliance
with Florida law

EMS will provide the City with monthly Quality Improvement statistics pertaining to medical treatment
peñormed by the City EMS shall invite the City to participate in the Quality Improvement reviews
conducted by the Medical Director. A summary of the Quality Improvement review will be relayed to
the City Indicating in peñormance areas along with recommendations for Improvement.

7. Both the City and EMS will provide written notices to the other when training opportunities occur that
may be of mutual interest

9 If a delay should occur and the Clermont Fire Department's presence would benefit patient care,
EMS may contact the Fire Department to request their assistance.
10. This Memorandum of Understanding may be amended by mutual agreement or terminated by either
party upon 60 days notice. This Memorandum of Understanding will be filed with the State of
Florida, Department of HRS, Office of EMS by Florida Regional Emergency Medical Services.
