CITY MANAGER TOWN HALL MEETING
August 30, 2022
City Manager Bulthuis opened the Town Hall Meeting at 7:OOpm in the Council Chambers at
Clermont City Hall, 685 W. Montrose Street. He informed everyone this is not a public hearing.
There will be two budget public hearings. The First Budget Public Hearing will be Wednesday,
September 7 at 6:30pm and the Final Budget Public Hearing will be Tuesday, September 20 at
6:30pm.
City Manager Bulthuis presented a PowerPoint presentation to include a review of the budget
process and the history of the millage rate in the city. He provided a breakdown of Clermont's
millage rate in comparison to the surrounding municipalities in Lake County. The average is 5.917
and Clermont's millage rate is 4.2061. Mr. Bulthuis reviewed the effect of a millage rate increase
on businesses and residential homes. He reviewed the various funds, personnel salaries, and health
insurance increase. A map of the city road network was displayed in comparison to county, state
and private roads.
He provided a brief timeline of the city's Master Plan for downtown Clermont and discussed the
downtown improvements.
City Manager Bulthuis reiterated this is not a public hearing and was available to answer questions.
