On August 23, 2022, in Agenda Item 3, the City Council approved a Task Order for the 8th Street Pier replacement in the total amount of $104,690 to provide civil engineering and surveying services. In order to complete the work, it was found that additional surveys and site evaluations were needed. The cost of the additional work is $33,116 making the total cost of the engineering services $137.806. This Task Order includes surveying services to replace the 8th Street pier. This will include a Bathymetric and Topographic Survey. The limits of the survey will include Lake County Property Appraiser alternate key 1616913 to the South right-of-way line of Osceola Street, the existing dock at 8th Street, and will extend approximately 300 feet into the lake. The existing dock, retaining walls, hardscape, trees, above -ground evidence of utilities, and sanitary/storm structures with inverts will be located and shown in the survey. The completed Bathymetric and Topographic Survey will include spot elevations to determine 1-foot contour intervals. Two (2) Site Benchmarks will be established as a part of the Topographic Survey. PHASE 100 TOPOGRAPHIC AND BATHYMETRIC SURVEY Prepare a Bathymetric and Topographic Survey for the area depicted below. Limits of survey will include Lake County Property Appraiser alternate key 1616913 to the South right of way line of Osceola Street, the existing dock at 8th Street and will extend approximately 300' into the lake (see exhibit below). Remaining phases are dependent upon engineering and governmental agency approvals. PHASE 200 ENVIRONMENTAL SITE EVALUATION Halff biologists will conduct a field review of the project site for the purpose of evaluating the onsite habitats and the potential occurrence of any species considered Endangered, Threatened, or of Special Concern by the Florida Fish and Wildlife Conservation Commission (FWC) under Chapter 58A-27.003-005 F.A.C. or the US Fish and Wildlife Service (USFWS) under C.F.R. 17.11-12. Prior to the field review, conduct a comprehensive desktop review of government and other publicly available databases to determine whether occurrences of State and/or Federal listed plant or animal species may occur or have been documented in areas with similar habitat within or immediately adjacent to the Project Site. Databases to be reviewed will include, but not be limited to the US Fish and Wildlife Service (USFWS), Florida Fish and Wildlife Conservation Commission (FWC), and Florida Natural Areas Inventory (FNAI), including the FWC bald eagle (Haliaeetus leucocephalus) nest database and the FWC wading bird rookery database. b. Review the project area to map and assess the extent and condition of the onsite habitats. Each habitat type will be mapped using the Florida Land Use, Cover, and Forms Classification System (FLUCFCS: Florida Department of Transportation, 1999). C. Evaluate the project area for the presence of submerged aquatic vegetation (SAV) and emergent vegetation. The proposed docking facility area will be assessed utilizing a frotus along belt transects distributed across the project area. All observed resources will be mapped using GPS for use in the permitting effort and assessing any impacts to the wetland resources. d. Conduct meandering pedestrian transect surveys for listed species on the project site. All habitats within the project boundary will be surveyed in general accordance with the Florida Wildlife Conservation Guide (2011) as developed by the USFWS, FWC, and FNAI. e. Complete a summary report detailing the findings of the site review and listed species surveys conducted on the project site. If listed species are encountered, their approximate locations will be depicted on an aerial photograph of the project site. If there are any regulatory constraints to development of the project due to wetlands or listed species, detailed recommendations on how to resolve the constraints prior to initiating development activities will be provided to the CLIENT. FEE: $4,382.00 PHASE 300 WETLAND DELINEATION a. Review the project area to locate and flag the boundaries of all wetlands and surface waters that may exist on the site. The landward extent of wetlands and surface waters will be located per the wetland delineation methodology provided in Chapter 62-340, F.A.C., Delineation of the Landward Extent of Wetlands and Surface Waters and the 1987 Corps of Engineers Wetlands Delineation Manual. b. Review a draft copy of the wetland delineation survey for conformance with the field review and regulatory agency survey criteria. EXCLUDED: FEE: $3,014.00 This scope does not include formal, comprehensive listed species assessments in accordance with the Florida Wildlife Conservation Guide (2011). If any listed or protected species are identified on the project parcels, additional comprehensive, species -specific surveys may be required by the permitting agencies. The services to obtain approvals for the incidental take or relocation of any listed species of flora and fauna are not included in this Scope of Services. 3. Boat usage and associated boater surveys are not included in the Scope. 4. The agencies requiring permits will only request information considered normal and necessary for this type of permit. This proposal considers quantitative sampling for water quality, benthos, sediment, flora or fauna to be examples of extraordinary work beyond our proposed Scope of Services.
