DEVELOP A SCOPE FOR THE DESIGN OFA PHYSICAL
PROTECTION SYSTEM (PPS) FOR WATER AND WASTEWATER
TREATMENT FACILITIES
I. PROJECT DESCRIPTION
SECURITY CONSULTANT (A Secure America, Inc.) shall render a scope of security design in
concert with the concept of security developed in the Water and Wastewater Vulnerability
Assessments that will make it possible to determine the level of the consulting effort necessary to
design a PPS.
The SECURITY CONSULTANT shall develop countermeasures (a PPS) to address deficiencies
identified in the Vulnerability Assessment. Activities will include planning upgrades to
detection, delay, and response systems.

II. SCOPE OF SERVICES

The SECURITY CONSULTANT shall design and implement a PPS for the OWNER that shall
include the following six tasks:
1. Preliminary Design
2. Meetings
The following tasks have been identified by the SECURITY CONSULTANT based on
experience in designing and implementing security systems for other utilities.
TASK 1: WORKSHOP -PRELIMINARY DESIGN
1.1. ASA will utilize the recently completed Vulnerability Assessment (VA) to document
specific existing security system vulnerabilities and rank them according to the facility
priority rankings given in the report.
12. With OWNER's staff, ASA will review the recommendations for security improvements
and the available security mitigation technologies.
1.3. ASA and OWNER will evaluate the existing security measures in place (fences, cameras,
access control, lighting, etc.) and determine how they can be incorporated into the upgraded
system. This will enable OWNER to utilize existing security measures as far as practical, to
minimize future capital costs.
1.4. ASA will provide recommendations for specific security enhancements to lower the risk of
attack at all OWNER facilities. The recommendations will include specific equipment
descriptions and cost estimates for their purchase and installation. This will enable OWNER
to properly plan and budget for security enhancements over time.
1.5. After establishing a mitigation design approach, ASA will establish a schedule for
implementing these improvements.
1.6. The results of the workshop will be incorporated into a technical memorandum and
submitted for OWNER'S review.
III. MEETINGS
The SECURITY CONSULTANT shall meet with the OWNER to gather information and present
results. Seven meetings are scheduled:
1. Preliminary Design Workshop Meeting -used to plan the Physical Protection System
(PPS) project design process with OWNER's staff.
2. Technical Memorandum Presentation Meeting -used to review Task 1 document.
IV. DELIVERABLES
The SECURITY CONSULTANT shall develop and provide to the OWNER document
including:
• Technical memorandum depicting the results of the workshop.

V. TIME OF PERFORMANCE
Services described herein shall begin within two to three weeks from the date of notice to
proceed (NTP).
