2005-25TASK ORDER N0.7 • TO PROFESSIONAL ENGINEERING SERVICES AGREEMENT June 20, 2005 GREATER HILLS WATER TREATMENT PLANT EXPANSION PRELIMINARY DESIGN, FINAL DESIGN, PERMITTING, BIDDING, AND CONSTRUCTION PHASE SERVICES Prepared for: City of Clermont (CITY) Prepared by: Boyle Engineering Corporation (BOYLE) General The City of Clermont owns and operates two water treatment systems: the West-Water System and the East Water System that serves a total customer population of 32,032. The West Water System has approximately 3,604 connections, three raw water wells, two elevated storage tanks, and an extensive • distribution system with a total permitted capacity of 2.13 mgd and total design capacity of 3.44 mgd. The East Water System has approximately 5,548 service connections, includes five raw water wells, one elevated storage tank, and an expanding distribution system with a total permitted capacity of 6.39 mgd. An expansion of the Sunburst Lane Water Treatment Plant (SLWTP) in 2005 will add 2.0 mg storage to the eastern system and will increase pumping capacity of both the Hancock Road and Sunburst Lane wells. Currently the East System is served by 5 wells with each well pump providing finished water directly into the finished water distribution system. In 2005 the SLWTP expansion will combine wells #3 (Hancock Road) and well #5 (Sunburst Lane) into one facility the Sunburst Lane Water Treatment Plant (SLWTP). The expanded plant will include cascade tray aeration, 2.0 mg storage, sodium hypochlorite disinfection, and four high service vertical turbine pumps. The City of Clermont's "Greater Hills Water Treatment Plant" (GHWTP) is part of the eastern water system and is rated for 2.304 mgd capacity. The GHWTP currently the consists of two wells (No. 1 & 2), with a combined pumping capacity 2.592 mgd (based on 12 hours per day operation), plus a gaseous • Boyle Engineering Corporation 6/20/2005 11:36:12 AM Task Order No. 7 Page 1 of 15 chlorine chemical feed and storage system. The GHWTP capacity is currently limited by disinfection contact time in the 20 inch finished water line running to Highway 50. Well No. 4 at the elevated • storage tank operates its own well pump, sodium hypochlorite disinfection system, chlorine contact chamber and pumps either into the elevated storage tank or directly into the finished water distribution system. It has a permitted capacity of 2.79 mgd. This project has been identified as a needed improvement through the CITY's potable water system master planning process. Project Summary The WTP expansion covered by this scope of services includes preliminary design, final design, bidding and construction phase services for the Greater Hills WTP. The project will increase eastern system capacity by implementing the following changes: • Addition of a new 2.0 MG ground storage tank (GST)), • Rerating of wells No. 1 & 2 • Provision for a new high service pump building to house three 2,500 gpm high service pumps (2 duty, 1 standby, plus 1 jockey pump) • 4 Variable Frequency Drives • An air conditioned motor control center (MCC) room • Conversion of gaseous chlorine to a liquid sodium hypochlorite feed and storage system including construction of a new enclosed chemical building • • Finished water transmission piping running 2,500 ft south to the distribution system network running along Highway 50 • Finished water transmission piping running 2,000 feet north to a future finished water distribution system connection point along the south side of "old" highway 50 • Finished water piping from the new GST to the 20 inch transmission main running north/south at the plant boundary • Yard piping to connect raw water from wells No. 1, 2, and 4 to the new Greater Hills high service pump station • Design and construction of well No. 6 (Sunburst Lane future well #3) • Raw water piped 1,000 ft to the Sunburst Lane WTP, increasing plant capacity by 2,500 gpm. Wells No.l and 2 will be rerated to achieve an increase in capacity at GHWTP of 2.88 mgd for a total capacity of 5.18 mgd. Also, approximately 3-dozen stored 16-inch ductile iron and PVC pipes will be removed from the GHWTP site as well as demolition of the 2out-of-service hydropneumatic storage tanks and the one out-of-service package water treatment plant. • Boyle Engineering Corporation 6/20/2005 11:36:12 AM Task Order No. 7 Page 2 of 15 Recent revisions to FDEP Chapter 62-555, requires Hydrogen sulfide (HZS) removal to levels less than 0.3 mg/L. Preliminary data indicates that both wells No. 1 & 2 have sulfide concentrations of less than • 0.1 mg/L. Data from well No. 4 has also shown low hydrogen sulfide levels. Therefore hydrogen sulfide removal technology is deemed not currently necessary but provisions to add cascade tray aeration facilities in the future to the new GST will be part of this project. Scope of Services The following presents the specific tasks, which will be performed as part of this Task Order. Because of the nature of this work, certain assumptions have been made in preparing this Task Order. To the extent possible, these assumptions are stated herein and are reflected in the budget for services. If the work tasks required are different from the assumptions presented herein or if the CITY desires additional services, the resultant changes in scope and budget will serve as a basis for modifying this Task Order as agreed to by both the CITY and BOYLE. BOYLE will perform the services described herein related to the Greater Hills Water Treatment Plant Expansion (PROJECT). The specific Scope of Work and the anticipated level of effort for each are presented in Attachment A. This scope of services covers preliminary design, final design, permitting, bidding and construction administration elements of the Project. Task Group 1-Project Management: • Under this Task Group, BOYLE's project manager will perform the following tasks: 1.1 Project Mana ement: Manage the design team, schedule project activities and track the progress of the project, coordinate design disciplines and sub-contractors, and prepare status reports for the CITY. 1.2 Meetings: Prepaze for and attend biweekly design meetings (up to 10) with the CITY Task Group 2 -Prepare Preliminary Engineering Report (PDR) BOYLE' S services under this Task Group will include the following: 2.1 Review WTP Facilities: BOYLE will review existing drawings, specifications, reports, water quality data, design criteria, easement maps, and other information supplied by the CITY. Site visit by five disciplines. • Boyle Engineering Corporation 6/20/2005 11:36:12 AM Task Order No. 7 Page 3 of 15 2.2 Process Design: The Process Design Section of the PDR will address a new HSP facility, new 2.0 . MG ground storage tank (GST) and new sodium hypochlorite feed and storage facility. It is anticipated that process changes will change the way raw water is processed and finished water is pumped into the distribution system. Raw water will be pumped into the GST by pumps at wells No. 1 and 2. Disinfection will occur in the GST by the addition of liquid sodium hypochlorite in the raw water feed line. Provisions for future hydrogen sulfide removal will be made by strengthening the roof and designing a center feed system. A system unique process flow schematic and chemical feed systems schematic will be developed for the plant. Chemical feed rates will be calculated to determine chemical storage and pumping needs for sodium hypochlorite (NaOCI). Finished water will be pumped into the distribution system using three (3) 2,500 gpm vertical turbine pumps plus one jockey pump placed in a 2,500 gpm pump can. This will allow use of the jockey pump now with room for a fourth (future) 2,500 gpm vertical turbine pump, when necessary. The process design will include design of the new HSP units, variable frequency drives, MCCs, and associated ancillary equipment, and instrumentation. The existing gas chlorination facilities will be taken out of service and removed from site following conversion to liquid sodium hypochlorite. The well pumps at wells No. 1 and2 will be derated to allow pumping into the GST rather than a pressurized finished water transmission system. The two existing hydropneumatic tanks and the existing WTP package plant will demolished and removed from site. 2.3 Civil Design: Under this Task Group, the civil design aspects of the project will be developed. BOYLE will review site survey information provided by the CITY. The CITY will be advised of any additional survey information that is required for the project outside of that outlined in Task 8.3. Record drawings and existing drainage calculations will be reviewed, if available. Civil design will • include stormwater management, site work for the new ground storage tank, chemical feed and storage facility, and HSP Building. Other work includes extending the chemical containment piping to the new ground storage tank, associated paving, and parking. Also part of this contract will be to remove the approximately 3 dozen on-site stored 16 inch diameter PVC and Ductile Iron Pipes (DIP), as well as removal of the two hydropneumatic storage tanks, and removal of the package Water Treatment Plant. A preliminary site plan will be developed. Design of 2,000 ft of finished water piping to connect the GHWTP to "old" Highway 50. Design of new well No. 6 to serve the Sunburst Lane WTP, raw water piping (estimated at 1,000 ft) from future well No. 6 to the SLWTP. 2.4 H drogeological Analysis and Well Design: Prepare a preliminary design describing the design alternatives (that could include alternative aquifers to be targeted, alternative materials of construction, etc.), the recommended design, and the basis for the selected design. The selection of the target aquifer (Upper vs. Lower Floridan aquifer) will be of particular interest. The principal aspects of the design include: drilling method, casing/tubing program, well cementing program, well testing requirements, Boyle Engineering Corporation 6/20/2005 11:36:12 AM Task Order No. 7 Page 4 of 15 • ~~ well logging requirements, testing of the well for plumbness and alignment, an acceptance video survey, surface completion details, and well disinfection requirements. 2.5 Structural & Architectural Design: The Structural and Architectural Design Section of the PDR will include evaluation of the City's existing geotechnical data and contracting a new geotechnical survey for the Ground Storage Tank, High Service Pump facility, chemical feed and storage building, parking lot, driveway, percolation tests for stormwater, and auger borings along the raw and finished water transmission mains. Design will include a new 2,000 ftZ HSP building and 1,200 ftZ covered chemical storage area. Building design will be stuccoed concrete block construction with sound abatement and architectural construction features appropriate for a residential neighborhood. Building will have an internal traveling bridge crane for lifting HSPs. 2.6 Electrical Design: BOYLE will contact the local power utility to discuss the requirements related to providing power to the site, project schedule and plans for the project. This section will also include the design of electrical services to the various devices such as pump motors, lights, VFDs, MCC, HVAC, and other equipment for this project. Potential modifications to existing power distribution, motor control center facilities, and the well No. 1 and 2 derate are also included in this scope of services as well as. Power will also be provided to the future new well No. 6. A backup generator will be relocated from the SLWTP to the Well No. 6 site. A preliminary one-line power distribution drawing will be developed. Provisions for grounding and lightning protection will be identified. 2.7_Mechanical & Plumbing_Design: The mechanical design will include an evaluation of the HVAC requirements in the HSP Building/MCC room. This includes performing load calculations, louver design, materials selection, plumbing features, drain, and piping. 2.8 Instrumentation Design: The instrumentation design will evaluate and make updates to the existing process and instrumentation diagrams (P&IDs) for the GHWTP and Well No. 4, evaluate integration of the GST and HSP operations, and connect the new well No. 6 into the CITY's SCADA system. 2.9 Prepare Preliminary Ta List: BOYLE will prepare a preliminary tag list for equipment. This will include items such as new high service pumps, MCCs, VFDs, chemical feed and storage equipment, valves, tanks, transmission piping, etc. 2.10 Prepare Preliminary List of Drawings and Specifications: BOYLE will provide a list of the drawings and technical specifications for the final design. 2.11 Prepare an Opinion of Probable Construction Cost: Since it is agreed that BOYLE has no control over the cost of labor, materials, equipment or services furnished by others, or over the Contractor's method of determining prices, or over competitive bidding or market conditions, the Opinion of Probable Construction Cost is to be made on the basis of BOYLE's experience and qualifications and represent BOYLE's judgment as an experienced and qualified professional engineer. However, BOYLE Boyle Engineering Corporation Task Order No. 7 Page 5 of 15 6/20/2005 11:36:12 AM cannot and does not guarantee that the actual Construction Cost will not vary from the Opinion of • Probable Construction Cost prepared by BOYLE. Sub-consultants to BOYLE will provide some data for use by BOYLE in the preparation of an Opinion of Probable Construction Cost. 2.12_Quality Control Review of Prelimina Design Report: BOYLE will perform in-house quality control reviews of the preliminary design report. 2.13 Submit Draft Report: BOYLE will submit 6 draft copies of the Preliminary Engineering Report to the CITY for review and comment. The report will be a brief letter report consisting of approximately 15 to 20 pages. BOYLE shall make available for review the applicable calculations, data and information necessary for the review. BOYLE will meet with CITY staff to review the CITY's comments. 2.14 Implement CITY's Comments for Final Prelimin Design Re o~rt: After the CITY's comments have been addressed, BOYLE will finalize the Preliminary Design Report. BOYLE will provide 6 copies for delivery to the CITY within 5 days of receipt of the CITY's comments. Task Group 3-Final Design BOYLE will develop and submit to the CITY for review design drawings and specifications at 60% and 90% completion levels. Upon completion and submittal of the 60% and 90% completion level drawings and specifications, BOYLE will schedule and attend a review meeting with CITY staff to review the submittal and receive comments on the submittal. Following each submittal review meeting, BOYLE will address the CITY's comments and begin preparing drawings and specifications for the next • completion level. The 100% drawings and specifications will be provided to the CITY for their use in construction management of the project. BOYLE will provide to the CITY an engineer's opinion of probable construction cost at the 90% completion level. 3.1 Attend 10 project design meetings one every two weeks with 2 disciplines in attendance each time for a total of 20 weeks 3.2 Prepare 6 General Drawings 3.3 Prepare 8 Civil Drawings and 3 Civil Detail Sheets 3.4 Prepare 6 Structural Drawings, 2 Structural Detail Sheets, 1 Architectural Drawing and 2 Architectural Detail Sheets (with assistance of Subconsultants, see Task 8, Subconsultants) 3.5 Prepare 6 Process Drawings and 2 Process Detail Sheets • Boyle Engineering Corporation si2oi2oos ~~:3s:~2a,nn Task Order No. 7 Page 6 of 15 3.6 Prepare Well Design Drawings including: Site Map, Well Cross-Section, Surface Completion, and Fluids Handling System Layout (if required). 3.6 Prepare 8 Electrical Drawings and 7 Electrical Detail Sheets 3.7 Prepare 4 Mechanical, 3 Plumbing, and 4 Instrumentation Drawings (see Task 8, Subconsultants) 3.8 Prepare Div 0 and Div 1 Documents. Boyle Engineering Corporation Task Order No. 7 Page 7 of 15 6/20/2005 11:36:12 AM Task Group 4 -Permitting • BOYLE will prepare permit applications as described herein and will provide copies to the CITY for signature. The CITY will provide all application fees required for permitting. Following receipt of the signed permit application and the checks for the application fees, BOYLE will sign the application, attach supporting information and send the packages to the FDEP. BOYLE will also respond to one (1) request for additional information (RAI) for each of the permit applications listed below. BOYLE will identify the permitting requirements and prepare applications for the following permits: 4.1 Prepare for and Attend Pre-application Meeting with FDEP: BOYLE will prepare for and attend a pre-application meeting with FDEP to discuss the permitting efforts associated with the project. 4.2 FDEP WTP Modification: Florida Department of Environmental Protection (FDEP) Application for a Specific Permit to Construct PWS Components (Construction Permit) 62-555.900 (7). 4.3 FDEP Stormwater NOUNPDES and SWPPP: FDEP Stormwater Notice of Intent/National Pollution Discharge Elimination System and Storm Water Pollution Prevention Plan. 4.4 SJRWMD - ERP Permit: St. John's River Water Management District Environmental Resource Permit. Prepare and submit the ERP application. 4.5 Lake County Building Department: BOYLE will prepare plans and specifications signed by a Florida registered Professional Engineer for submission by Construction Manager at Risk (CM At Risk) to the Lake County Building Department for review. The contractor will ultimately have to submit 3 sets of drawings and apply for the permit. 4.6 Prepare FDEP Certification of Construction Completion for Execution b~: Prepare FDEP Form No. 62-555.910(9)(Certificate of Construction Completion and Request for Letter of Clearance to Place Facility into Service). 4.7 Threatened and Endan erg_ed Species Investigation: Investigate the GHWTP site, 4,500 ft of 20" transmission line utility easement, 7,500 ft of ROW along Hwy 50 and Greater Hills Boulevard. A Memorandum outlining investigation results will be provided along with an aerial map depicting approximate locations of gopher tortoise burrows, if they are observed. Permitting and/or correspondence with regulatory agencies are excluded. 4.8 FDEP WTP Modification: Florida Department of Environmental Protection (FDEP) Application for a Specific Permit to Construct PWS Components (Construction Permit) 62-555.900 (7). 4.9 SJRWMD Well Construction Permit. It is assumed that conceptual approval for construction of an additional well on the East Side has already been provided by the SJRWMD through the water use • Boyle Engineering Corporation 6/20/2005 11:36:12 AM Task Order No. 7 Page 8 of 15 permitting process. The well construction contractor will have the responsibility of acquiring a permit to construct the well from the SJRWMD. A limited budget has been provided for this task to assist the • .contractor and/or the CITY with RAIs related to this permit. Task Group 5 -Bidding Phase BOYLE will reproduce and distribute the bidding documents. BOYLE will recover its costs for reproduction, shipping and handling through the price of the bidding documents. CITY Purchasing will prepare the specification bid sets from the original. BOYLE will reproduce addenda and distribute them to the bidders. BOYLE will attend a bid set-up meeting with CITY Purchasing prior to advertisement of the Project. Upon completion of bidding, BOYLE will provide bid review and a written recommendation for award. Ten sets of conformed copies of the construction Contract Documents will be prepared by BOYLE and distributed to the CITY and the Contractor after the bid awazd. Boyle will provide two sets of signed and sealed construction drawings, one set for CITY and one set for Contractor. 5.1 Distribute Bid Documents 5.2 Respond to Questions During Bid Phase 5.3 Prepare Up to Two (2) Addenda 5.4 Attend Bid Opening • 5.5 Prepare Bid Tabulations and Make Recommendation to CITY. 5.6 Prepare conformed documents. Addenda changes will be included on the drawings. Addenda changes will not be made in the specifications. The addenda will be bound into the project manual. Task Group 6 -Construction Under this Task Group, BOYLE will provide Basic Services During Construction consisting of the following services: 6.1 Construction Administration: BOYLE will provide construction contract administration services including: ~ Assemble and distribute five (5) sets of Conformed Construction Contract Documents for use by CITY, CONTRACTOR, BOYLE, and its Sub-Consultants. Addenda changes will be included on the drawings. Addenda changes will be made in the specifications and on the drawings. The addenda will be bound into the project manual. Boyle Engineering Corporation 6/20/2005 11:36:12 AM Task Order No. 7 Page 9 of 15 • Prepare for and conduct the pre-construction meeting. • • Prepare and conduct 12 monthly progress meetings and distribute meetings. Make monthly site visits at the time of each monthly meeting. • Review and process monthly Pay Requests, 12 estimated. • Monthly review of contractor's schedule. 6.2 Shop Drawing Reviews: Review up to seventy five (75) shop drawing submittals and resubmittals. It is difficult to estimate what substitutions (if any) the Contractor may propose to the CITY. Such reviews, if required, will be undertaken in accordance with the Standard General Conditions as mutually agreed to between CITY and BOYLE. 6.3 Requests for Information: Prepare Response to up to thirty (30) Contractor Requests for Information. 6.4 Resident Project Representative: BOYLE will not be providing a Resident Project Representative (RPR) for the Project construction period. RPR services by BOYLE, if requested, will be considered additional services. 6.5 Prepare Change Orders: Prepare and issue up to four (4) change orders. Solicit and prepare documentation. Review City and Contractor Requests for Proposed Changes (RPCs). Provide preliminary opinion of probable cost for RPCs and evaluate both CITY and Contractor's proposals. • 6.6 Periodic Infections by Disci lines: Visits to the site by the various design disciplines will be made at intervals appropriate to the various stages of construction to observe as an experienced and qualified design professional the progress of the executed work and to determine if such work is proceeding in accordance with the Contract Documents. Site visits will be made as follows: Civil (2), Electrical (2), Structural (2), Mechanical (1), Instrumentation (1), Process (6). After each visit a report will be prepared and provided to CITY. 6.7 Substantial Com letion: Conduct the substantial completion walk-through with the assistance of CITY to determine if the work has been completed in general conformance with the Construction Contract Documents. Assist CITY by preparing a substantial completion certificate which will include the substantial completion punch list. 6.8 Final Com lep tion: Conduct a final walk-through to determine if the substantial completion punch list work has been completed in conformance with the Contract Documents and if the Contractor has fulfilled his obligations thereunder so BOYLE may recommend, in writing, final payment to Contractor and may give written notice to CITY and the Contractor that the work is acceptable • Boyle Engineering Corporation 6/20/2005 11:36:12 AM Task Order No. 7 Page 10 of 15 (subject to any conditions therein expressed). BOYLE will prepare FDEP completion of construction certification documents, for submission by the CITY to FDEP. • 6.9 Record Drawings: Prepare and sign the record drawings. The record drawings will be based solely on the "As-Built" drawings submitted by the Contractor. BOYLE will provide to CITY a bond paper and an electronic master copy of the record drawings in AutoCADD 2000 format. 6.10 O&M Manual: Contractor will provide Operations and Maintenance (O&M) manuals that will be prepared with submittals from the equipment manufacturers. BOYLE will prepare a brief O&M manual that will describe the basic operations of the plant. The manual will consist of approximately 50 pages of text and figures. Task Group 7 -Start-Up and Warranty Period Under this Task Group, BOYLE will provide the following services: 7.1 Startup Testing~Assistance: BOYLE will review the Contractor's schedule for start-up testing and will meet with the CITY to discuss the CITY's and BOYLE's comments. Provide review comments to contractor and review subsequent submittals. Review testing results and report results to the CITY. 7.2 Initial Facility Start-up: BOYLE will provide limited (up to 5 days) technical assistance to the CITY during initial start-up. 7.3 Warranty Services: BOYLE will provide limited (up to 6 months up to 22 hours) assistance to the CITY, on issues related to warranties on major equipment components of the plant. BOYLE will assist CITY in communications and claims to Contractor and Manufacturer(s) related to equipment warranties, by interpreting documents and drafting correspondence. Task Group 8 -Sub-consultant Services BOYLE will use the services of the following specialized sub-consultant(s): • EMI Consulting Specialties, Inc.- Instrumentation and Controls and Mechanical Engineering • Geotechnical and Environmental Consultants, Inc. - Geotechnical Engineering BOYLE's sub-consultants will accomplish the following tasks: Boyle Engineering Corporation Task Order No. 7 Page 11 of 15 6/20/2005 11:36:12 AM 8.1 Instrumentation & Control and Mechanical Design: Asub-consultant will provide preliminary design, final design, bidding and construction administration services for the instrumentation & • controls, HVAC, and mechanical engineering for the project. 8.2 Geotechnical Report: A geotechnical investigation will be conducted to provide foundation recommendations for the ground storage tank and the high service pump station. In addition, the report will make recommendations regarding pavement structure, soil conditions along the 15,200 ft of transmission line routes, at well No. 6 and soil permeability for stormwater management facilities. Task Group 9 -Services Provided by City 9.0 Tasks, Information and Services to be Provided by the City: CITY will provide BOYLE with the following information and services at the time of Notice To Proceed: Access to CITY facilities and properties per City's new security procedures. • All pertinent, existing permits and regulatory correspondence related to the project. • Existing record drawings, geotechnical report, and drainage calculations. • Survey information: A site survey will be conducted of the Greater Hills Water Treatment Plant to provide information including topographic field survey delineating existing conditions • and horizontal and vertical (bench mark) controls, one foot contours, property lines, site benchmark, utility locates, legal description, easements and other encumbrances. Also surveyed for topography, utility locates, road crossings, property lines, and easements, the finished water line 2,000 ft north from the GHWTP to "old" highway 50, the site of future well No. 6 and the connection pipeline to SBLWTP. All data shall be made available in electronic AutoCAD 2000 format within 60 days ofNotice-To-Proceed. • Contract documents for the original project, including technical specifications. • Assist BOYLE in coordinating with regulatory agencies and/or other utilities for Project. • Review and approve submittals made by BOYLE to CITY as set forth herein in a timely manner. We have assumed 1 week for such reviews. • Provide assistance and/or services for activities not defined herein but related to the Project. Boyle Engineering Corporation 6/20/2005 11:36:12 AM Task Order No. 7 Page 12 of 15 • Provide criteria and full information as to CITY's requirements for the Project, including design objectives, constraints, capacity and performance requirements, flexibility, expandability, . and furnish copies of design and construction standards, which CITY will require to be used on or included in the Project. • Pay all permit application fees. • CITY will be responsible for handling site plan review and other project reviews and/or permitting related to the CITY's land development code. • Provide As-Built drawing files for the construction (if available) in electronic AutoCADD 2000 format. • CITY will provide the services of a material testing laboratory to provide testing of the materials placed by the Contractor for conformance with the project specifications. BOYLE is entitled to rely upon the accuracy of historical and existing data and information provided by CITY without independent review and verification. Schedule The services described above are anticipated to be completed in accordance with the following summary. Unless noted otherwise, time durations listed below are calendar days measured from the date upon which BOYLE receives the authorization to proceed for each phase of work. . • The draft Preliminary Design Report (PDR) will be submitted to CITY for review within ninety (90) days of the Notice-To-Proceed. This assumes that the site and route survey will be completed within sixty (60) days. • BOYLE will submit the final PDR to CITY within fourteen (14) days of receipt of CITY comments on the draft PDR. • 60% drawings and specifications will be submitted to CITY for review within one hundred fifty (150) days of the Notice-to-Proceed. • BOYLE will submit 90% drawings and specifications to CITY for review within forty-five (45) days of receipt of CITY comments on the 60% submittal. • BOYLE will submit 100% drawings and specifications to CITY for review within fourteen (14) days of receipt of CITY comments on the 90% submittal. • Boyle Engineering Corporation 6/20/2005 11:36:12 AM Task Order No. 7 Page 13 of 15 It has been assumed that the CITY will complete all reviews within fourteen (14) calendar days of receiving the submittals. The schedule is based on the CITY providing all information required by BOYLE at the time ofNotice-To-Proceed. Bidding phase services will begin with advertisement of the project by the CITY, are anticipated to last 90 days, and will conclude with the CITY's notice-of--award to the successful bidder. Construction phase services will begin with the notice-of-award, are anticipated to last 365 days, and will conclude within 60 days following final completion by the contractor. It is anticipated that all design services under this Task Order will be completed within 270 days of BOYLE's receipt of the CITY's notice-to-proceed, and all services under this Task Order will be completed by 730 days from Notice-to-Proceed, exclusive of warranty services. Deliverables BOYLE shall submit the following deliverables in the time designated under Schedule: • Three (3) copies of draft Preliminary Design Report • Three (3) copies of final Preliminary Design Report • Three (3) copies of 60% drawings and technical specifications • Three (3} copies of 90% drawings and specifications • Three (3) copies of 100% drawings and specifications for CITY • Three (3) copies of 100% drawings and specifications, signed and sealed for permitting • One (1) set of the 100% drawings and specifications, signed and sealed for BOYLE files • One (1) set of reproducible 100% addenda for CITY reproduction • Two (2) copies of the Geotechnical Report, signed & sealed • Ten (10) sets of conformed drawings and specifications • One (1) set of reproducible record drawings on bond and electronic format, • Boyle Engineering Corporation 6/20/2005 11:36:12 AM Task Order No. 7 Page 14 of 15 Compensation • Boyle shall be paid in accordance with Section 3 of the Agreement. A budget showing the estimated number of hours and other project fees for the tasks described within the Task Order is presented in the Project Budget. These budgeted amounts were used to determine the lump sum of $398,771 for the project. Monthly progress payments are allowed, based on BOYLE's estimate of percent complete for each Task Group. Authorization This Task Order serves as an Exhibit to the Consultant Agreement dated, August 12, 2003, between the City of Clermont and Boyle Engineering Corporation, and is hereby incorporated into this Task Order by reference.
