Subject: Comprehensive Employment Training Act (CETA)

Enclosed is a copy of the standard agreement for CETA Employees.
The City has three authorized CETA positions, which include a Planning and
Zoning Technician, Service Worker I, and Service Worker II.
While there was much publicity surrounding this program last year, we have not
had any major problems with this program. I believe this is because we keep
the program small. and quickly terminate employees who do not have the abilities
to learn or perform the job.
I recommend that this agreement be adopted. It is essentially the same document
that the City Council approved on July 24. 1979. that has now expired.
