2008-28AMENDMENT NO. 1. TO TASK ORDER N0.7 PROFESSIONAL ENGINEERING SERVICES DATED JUNE 20, 2005 GREATER HILLS WATER TREATMENT PLANT EXPANSION General The City of Clermont (City) and Boyle Engineering Cozp. {Boyle) executed a Professional Engineering sezvices Agreement dated June 20, 2005. Under the Agreement, Boyle is to provide certain professional engineering services related to the expansion of the Crreater Hills Water Treatment Facility. The Scope of Services (Exhibit "A") included the Preliminary Design; Final Design and Permitting; Bidding; and Construction phases of the project. The puzpose of this Amendment No. I is to authorize Boyle to provide additional professional engineering services related to Construction phase of the project. Additional Construction Phase Services Boyle's services during the construction phase were based on certain assumptions. Soznc of these assumptions were modified resulting in increased effort on the part of Boyle. These additional construction sezvices are discussed in more detail below: Shop Drawing Reviews :Boyle will review up to one hundred (100) additional shop drawing submittals and re-submittals. Pipeline Reali#?nment: Boyle will provide zealignment drawings for the Target parking tot directional drill activities. Resident Project Representative: Boyle's scope of sezvices assumed there would be no resident project representative (RPR) services. During construction, it was determined that observation of certain portions of the construction process were not typical of what the City construction inspectors were tasked to perform. Boyle will provide limited but regulaz• RPR services in accordance with the Project Budget. The limited services are estimated as follows: Well No. 8 These sezvices will include construction observation services of Well No. 8, to be located in the vicinity of the Heritage Royale Subdivision. Said services are estimated at 12 hours per week construction observation for the first nine (9) weeks and tapering off to 4 hours per week for the final nine (9) weeks Amendment No. 1 Page ] of 2 February 12, 2007 Greater Hills WTP Expansion of well construction. Construction period technical support for Well No. 8 will be provided by Boyle's subconsultant, in accordance with the attached document. Greater Hills Water Treatment Plant Expansion These services include construction observation services at the plant site for four hours per day, 5 days per week for the construction period from February 2008 to June 2008, then tapering off to 4 hours per day, 2 days per week from June 2008 to completion of construction in January 2009. This observation time includes occasional visits for the pipeline work, particularly the directional drill slated near the Target parking lot. The construction observation assumes a Monday through Friday normal work week. Services Included All services and conditions associated with Task Order No. 7 remain in effect with this Amendment. Compensation Boyle shall be paid in accordance with Section 3 of the Agreement. A labor budget showing the estimated number of hours and associated fee for the tasks described within the Scope of Services is presented in the Project Budget. These budgeted amounts were used to determine the lump sum of $167,437 far the Additional Construction Phase Services. The additional services under Amendment I increase Task Order No. 7 from the original authorized fee of $398,771 to a total project fee of $566,208. In June 2005, the City Council authorized Boyle Engineering to design, permit, bid and perform limited construction administration services for the Greater Hills Water Treatment Plant Expansion. The construction administrative services were limited to monthly visits and as-needed inspections during critical phases of construction. The original scope of services was fro $398, 771.00. Traditionally, the City staff performs many duties of the construction phase services. The construction of a water treatment plant and drilling of a new well requires expertise in this specialized type of project. In addition, the construction of Well No. 6 has been exceptionally problematic and has required additional services from Boyle Engineering and their subconsultant. Amendment No. 1 to Task Authorization No. 7 provides an additional construction phase services in the amount of $167,437.00. These fees include apart-time resident project representative (RPR) for the duration of construction, the realignment of the water main through the Target parking lot to accommodate the concerns of the Target Corporation, and additional time required for the hydrogeologist assisting with the construction of Well No. 6. I recommend approval of the additional fees of $167,437.00 for Boyle Engineering to continue with construction administration of the Greater Hills Water Treatment Plant expansion and the construction of Well No. 6.
