R-95-851 . . . 8 8 CITY OF CLERMONT RESOLUTION No. 851 A RESOLUTION OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA, ESTABLISffiNG FEES AS AUTHORIZED BY ORDINANCE AND ZONING REGULATIONS OF THE CITY OF CLERMONT, FLORIDA, REPEALING RESOLUTION NO. 706 AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, it is hereby found and determined by the City Council of the City of Clermont, Lake County, Florida, that the following fees shall be established and collected: CONDITIONAL USE PERMIT Any person requesting a Conditional Use Permit, except a Planned Unit Development, shall file an application and pay a base fee of two hundred fifty dollars ($250) plus fifty dollars ($50) per acre or any portion thereof, with a maximum fee of one thousand dollars ($1,000). PLANNED UNIT DEVELOPMENT Any person requesting a Conditional Use Permit for a Planned Unit Development shall file an application and pay a base fee of five hundred dollars ($500) plus fifty dollars ($50) per acre or any portion thereof, with a maximum of one thousand five hundred dollars ($1,500). REZONING Any person requesting an amendment or change to the district zoning boundaries shall file a request and pay a fee of three hundred fifty dollars ($350). VARIANCE Any person requesting a variance to the zoning regulations shall file a petition and pay a fee of two hundred dollars ($200). . . . 8 8 CITY OF CLERMONT RESOL UTION No. 851 SITE PLAN/ENGINEERING PLAN REVIEW Any person requesting a site plan\ engineering plan review shall submit plans and pay a fee as follows: (A) Non-Residential of 6,000 square feet of building area or larger and Multi- family Residential over 6 units = $350 base fee, plus $25 per 1,000 square feet of building area over 6,000 square feet, or any portion thereof, or $25 per multi-family unit over 6 units. Non-Residential of less than 6,000 square feet of building area, Multi- family Residential of 6 units or less. and Two Family Residential = $100 Resubmittal for Non-Residential of 6,000 square feet of building area or larger and Multi-family Residential over 6 units = $100 base fee, plus $10 per 1,000 square feet of building area over 6,000 square feet, or any portion thereof, or $10 per multi-family unit over 6 units. Resubmittal for Non-Residential of less than 6,000 square feet of building area, Multi-family Residential of 6 units or less. and Two Family Residential = $100 Site Grading, Clearing, or Stormwater Management Plan Review in absence of commencement of formal approved development construction = $400 (B) (C) (D) (E) COMPREHENSIVE PLAN AMENDMENT Any person requesting an amendment or change to the Comprehensive Plan or any element thereof, shall file a request and pay a fee of five hundred dollars ($500) for Text Amendment that impacts Goals, Objectives and Policies; fifteen hundred dollars ($1,500) for Amendment that impacts text and/or Future Land Use Map or Map Series; $10,000 Escrow plus actual costs of advertising for Development of Regional Impact Amendment. SUBDIVISION PLAT REVIEW Any person requesting Subdivision Plat Review shall submit plans, required materials and pay a fee as follows: (A) Preliminary Plan = $300 + $2.50 per lot. * 2 . . . (B) (C) (D) (E) * ** 8 8 CITY OF CLERMONT RESOL UTION No. 851 Improvement Plan = $500 + $2.50 per lot. ** Final Plat = $250 + $2.50 per lot. * (computer summary required) Replat = $300 + $2.50 per lot. * (computer summary required) Resubmission for any review shall be $50 plus $2.50 per lot, with a maximum fee of $250. Maximum initial submission fee shall be $500. Maximum initial submission fee shall be $750. DEVELOPMENT PERMIT (ZONING CLEARANCE) Any person requesting a Development Permit shall submit plans, required materials and pay a fee as follows: (A) (B) (C) (D) (E) (F) (G) Non-Residential (Major) = $100 - Industrial, Commercial or Professional Office with floor area greater than 5,000 SF. Non-Residential (Minor) = $80 - Industrial, Commercial or Professional Office with floor area less than 5,000 SF. Residential (Major) = $80 - Multi-family over 6 units. Residential (Minor) = $40 - Multi-family of 6 units or less. Residential (Single and Two Family) = $20. Minor Construction related Permits = $20 - (e.g., structure modifications & repairs, electrical upgrades, carports, garages, boat houses & docks, storage sheds, fences, patios, sidewalks and/or driveways, etc.) Tree Removal Permit = $20; "After-the-Fact" Tree permit = $100. INSPECTION AND ADMINISTRATIVE SERVICE FEES Any person requesting site development inspection or requiring an administrative service function shall pay a fee as follows: (A) Site Development Inspection - First inspection is free. Reinspection warranting City Engineer approval shall require an amount equal to the actual cost. (NOTE: A minimum 24 hour prior notice shall be required for inspection or reinspection.) 3 . . . 8 8 CITY OF CLERMONT RESOLUTION No. 851 (B) (C) Development Order Extension = Fifty (50 %) percent of the actual cost of the original application fee. Development Order "Minor" Modification = Ten (10%) percent of the actual cost of the original application fee. NOTE: Modifications which do not meet criteria for administrative approval or that represent major fundamental changes to the original development order shall require a "new" application for development approval and an amount equal to the minimum review and/or application fee. Sidewalk and Driveway Inspection = First inspection is free with development permit clearance; Each reinspection $15 thereafter (24 hour prior notice required for inspection or reinspection). Lot Mowing Administrative Fees: (1) Courtesy Letter = Free (2) Violation Notice = Free (3) Violation Eradication, Clearance Inspection and Invoice Processing = $100 plus actual cost of property mowing. (D) (E) DOCUMENTS (COMPREHENSIVE PLAN, LAND DEVELOPMENT REGULATIONS, ETC.) Any person requesting document reproduction shall pay a fee as follows: Actual Reproduction Costs rounded up to nearest one ($1.00) dollar figure. Single page item or series of pages = $.20 per page. FIRE INSPECTION (RELATES TO OCCUPATIONAL LICENSE ONLY) Any person requesting fire inspection service shall pay a fee as follows: $30 first inspection; $15 for each reinspection. CONCURRENCY MANAGEMENT SYSTEM FEES Any person requesting Concurrency Management System actions shall submit plans, required materials and pay a fee as follows: 4 C' (A) (B) (C) 8 . CITY OF CLERMONT RESOL UTION No. 851 Concurrency Verification Letter (Non-binding analysis): (1) Non-Residential and Residential other than 1 and 2 family = $100. (2) Residential (Single and Two Family) = $30. (3) Subdivisions = $150 plus $1 per lot over 50 lots. Concurrency Encumbrance Letter (encumbers capacity for 90 days) = $250. Capacity Reservation Certificate - Fixed - (reserves capacity for a set period of time): One Year = 33 % of sanitary sewer and potable water fees. Two Year = 67 % of sanitary sewer and 33 % of potable water fees. Three Year = 100% of sanitary sewer and 66% of potable water fees. Note: Reservation Fees shall be refundable, subject to a $50 charge for administration costs and as follows: (1) 90% - capacity was reserved for 12 months or less. (2) 80 % - capacity was reserved for 24 months. (3) 70% - capacity was reserved for 36 months. Those applicants awaiting refunds shall be placed on a list and their fees refunded on a first-come, first-serve basis. ... . (D) (E) . Capacity Reservation Certificate - Flexible - (reserves capacity for !!JL1Q three years and will allow the applicant to utilize the capacity at any time during the term of the certificate. Capacity reservation fees shall be the same as those required for Fixed Time Certificates except that the reservation fee equivalent to the sanitary sewer impact fee shall be 1.5 times the fee assessed for Fixed Time Frame Certificates. The additional 50% surcharge (flexibility feature) is non-refundable. All other terms and conditions of the fee structure shall be the same as provided in item "C" indicated above. Capacity Shifting Administrative Fee (1 time per Year Max.) = $100 Administration fee, plus Reservation Fee cost adjustments where applicable. 5 8 8 , CITY OF CLERMONT RESOLUTION No. 851 (F) Reservation Extension Fee = 33 % of sanitary sewer, potable water impact fees and $50 administration fee (applicable to Flexible Capacity Reservation only; 1 year maximum extension per year). (G) Concurrency Resolution Fee = $100 plus actual costs (applicable to resolution of Concurrency Encumbrance Denial where facilities are not available) . NOW, THEREFORE, BE IT FURTHER RESOLVED THAT THE ABOVE SAID FEES OF THE CITY OF CLERMONT ARE HEREBY ADOPTED AND BECOME EFFECTIVE FEBRUARY 1, 1995. .
