RESOLUTION
NO. 1589
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLERMONT,
FLORIDA SUPPORTING LAKE COUNTY'S AND THE CITY OF
GROVELAND'S CONCERNS RELATED TO WATER CONSUMPTION BY
NIAGARA BOTTLING, LLC AND CONFIRMING ITS COMMITMENT TO
REDUCE GROWTH IN WATER CONSUMPTION.
WHEREAS, Lake County and all fourteen municipalities formed the Lake County Water
Alliance in 2006 for the purpose of developing a Water Supply Plan for our future; and,
WHEREAS, following development of a Water Supply Plan for Lake County, Lake County and
its municipalities reaffirmed their commitment to cooperation in all issues related to water by rechartering
the Water Alliance in 2008; and,
WHEREAS, the Lake County Water Alliance established conservation of water as one of its
highest priorities; and,
WHEREAS, the citizens of Lake County and its municipalities have been advised by the St.
Johns River Water Management District that they must identify alternative water sources and make
provisions to obtain that water no later than 2013; and,
WHEREAS, on or about July 17, 2008, the St. Johns River Water Management District staff
issued a Notice of Intent to Issue a Consumptive Use Permit to Niagara Bottling, LLC, application
number 114010, to allow the withdrawal of 0.484 million gallons per day, annual average; and
WHEREAS, permitting of Niagara Bottling LLC to withdraw water for bottling and exporting of
this vital resource outside the Central Florida region is counter to the best interests of Lake County and its
residents.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Clermont that:
1. The City of Clermont supports the concerns being raised by Lake County and the City of
Groveland's related to the issuance of the permit by the St. Johns River Water Management
District to Niagara Bottling, LLC.
2. The City of Clermont further confirms its commitment to reduce growth in water
consumption in an effort to ensure our natural resources are available for future generations.
