anniversary of the drafting of the Constitution of the
United Mates of America by the Constitutional convention;
and
WHEREAS, io accord offical recognition to this memorable anniversary,
and. to the patriotic exercise that will form a noteworthy
feature of the occasion, seems fitting and proper; and
WHEREA:~, c'ublic Law No. ~~15 guarantees the issuing of a proclamation
each year by the President of the United estates of America
