PROCLAMATION
WHEREAS illiteracy is a serious world problem, hampering at least
810 mi 1 ]ion people -one-third of the adult human race -
in their attempts to gain an 4dequate modern standard of
1 i vi ng, and
WHEREA5 tits zens of our own city suffer this handicap which prevents
Lhei r ful ] parts ci pats on i n our civic, social and economi c
T`f`fe, and
WHEREAS we desire that a] 1 citizens of Clermont have Lhe bass c
education necessary for a productive and satisfying life,
and
WHEREAS the South lake Literacy Council, a vol~unt8ry group, is engaged
in the training of tutors to teach adults on an "Each one
Teach one" basis, to read and write, and
WHEREAS The South Lake Literacy Council, as a member of Laubach
Li teracy's National Affi 1 i ation for Literacy Advance through
which they cooperate with fellow members in forty states
and two provinces of Canada, is engaged in teaching the
undereducated of our city, and
WHEREAS many of these public-spi ri ted citizens support the self-hel p
teaching prograr-~s of Laubach Literacy, Inc., in the eleven
developing nations, and
WHEREAS The South Lake Literacy Counci 1 is parts ci pating i n the
Frank C. Laubach Memorial Literacy Fund, commemorating the
life of one who between 1330 and 1970 developed his easy-to-
read ]essons in 103 countries and 312 different languages;
such fund to expand the international programming of Laubach
Literacy in the face of booming world population, and
WHEREA5 I wish to commend the South Lake Literacy Counci 1 , the
National Affiliation for Literacy Advance, and Laubach
Literacy, Inc., for their voluntary efforts, and
WHEREAS I wish to encourage all citizens of Clermont to involve
themselves in this important effort as tutors or learners or
donors , and
'~JHEREAS tiie United Nations has requested that September 8, 1971 , be
observed throughout the earth as World Literacy Day, therefore,
I, Don E. Smith, Mayor of the City of Clermont, do hereby PROCALIM
that Wednesday, September 8, 1971, shall be known as
WORLD LITERACY DAY
IN CLERMONT
