A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CLERMONT, FLORIDA, EXPRESSING ITS SUPPORT FOR A
REFERENDUM REGARDING A HORSERACING PARI-MUTUEL
WAGERING FACILITY AND CARDROOM WITHIN THE CITY OF
MINNEOLA; REQUESTING THE LAKE COUNTY BOARS OF COUNTY
COMMISSIONERS TO CONDUCT A REFERENDUM WiITH REGARD
TO SUCH PARI-MUTUEL FACILITY; PROVIDING FOR THE
TRANSMISSION OF THIS RESOLUTION TO THE LAKE COUNTY
BOARD OF COUNTY COMMISSIONERS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Council of the City of Clermont, Florida (the "City") finds and
determines that a Pari-mutuel wagering facility within the City of Minneola will promote
economic development within the City of Minneola and Lake County in general; and
WHEREAS, the City finds that quarter horse racing is in keeping with the high quality
equine community and industry that presently exists in Lake County; and
WHEREAS, the City recognizes the jurisdiction and authority of the State of Florida,
acting principally through the Division of Pari-Mutuel Wagering within the Department of
Business and Professional Regulation, with regard to the regulation of parrmutuel wagering
facilities, including quarter horse racing facilities and cardrooms; and
WHEREAS, the health and welfare of the citizenry is protected provided such wagering
facilities are regulated in keeping with Section 550.001 et seq of the Florida Statutes, "The
Florida Pari-Mutual Wagering Act" (the "Act") and Section 849.086 et seq, Florida Statutes,
regarding the regulation of cardrooms; and
WHEREAS, the Act provides that ``before a quarter horse permit may be issued by the
division, a referendum ratified by a majority of the electors in the County is required on the
question of allowing quarter horse racing within that County"; and
WHEREAS, such a referendum has not been held in Lake County Florida; and
WHEREAS, the City respectfully requests Lake County's cooperation in holding such
referendum.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Clermont, Lake County, Florida as follows:
1. The City Council of the City of Clermont hereby expresses its support for a referendum
regarding a quarter horse racing parrmutuel wagering facility and an attendant cardroom within
the City of Minneola.

2. The City Council of the City of Clermont finds and determines that any parrmutuel
wagering facilities located within the City should be limited to horse racing and associated
cardroom parrmutuel wagering, and shall specifically exclude dog racing, greyhound racing, and
jai alai gaming.
3. The City expresses its intent to work collaboratively with the ..Lake County Board of
County Commissioners, Lake County staff, and the Lake County Supervisor of Elections to plan
and execute a duly constituted referendum regarding a quarter horse raci~-g parrmutuel wagering
facility that shall be put before the electorate of Lake County for consideration.
4. The City herein requests that the Lake County Board of County Commissioners support
the referendum question in and for the citizens of Lake County, Florida.
5. Upon adoption, the City Clerk is hereby directed to transmit this Resolution by United
States mail to the Lake County Board of County Commissioners for consideration and action.
6. This resolution shall be effective immediately upon adoption.
